NEW YORK, Nov. 12 (Xinhua) -- China and the United States will continue to pursue the common interest without being affected by the recent changes of the U.S. political landscape, said a U.S. scholar on Friday."There is a lot of consistency in China-U.S. relations. If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University.She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its hope that parties in the north and south Sudan will make continuous efforts for a peaceful, free, transparent and just referenda in Sudan in accordance with the 2005 Comprehensive Peace Agreement (CPA), and called for international efforts to create favorable conditions for the January referenda.The statement came as Yang Tao, the counsellor of the Chinese Permanent Mission to the United Nations, was addressing an open Security Council meeting on Sudan."We hope the north and south Sudan will keep up the momentum, speed up the preparation for the referenda and ensure that the referenda are conducted in a peaceful, free, transparent and just manner in accordance with the CPA," Yang said.A referendum on self-determination for southern Sudan is scheduled to be conducted on Jan. 9, 2011, as it was stipulated in the CPA inked between north and south Sudan in 2005, which ended a two-decade civil war between the two sides."We call on the international community to create a favorable condition for the referenda and refrain from prejudging the outcome," he said. "No party should take unilateral action. No matter what outcome of the referenda might be, peace and stability in Sudan and the region must be ensured."Inhabitants of the south will vote on Jan. 9, 2011 on whether to secede from Sudan or remain united with the rest of the country. On the same day, residents of Abyei, located in the center of the country, will vote separately on whether to retain Abyei's special administrative status in the north or become part of Bahr el- Ghazal state in the south.Since the Security Council held the high-level open meeting on Sudan last month, the peace process in Sudan continues to register positive progress, Yang noted."Voter registration for the referenda for southern Sudan has been concluded smoothly, we commend the north and south Sudan, the African Union and the UN Secretariat for the efforts to this end," he said."Maintaining the peace, stability and development in Sudan is in the interest of the Sudanese people, and it is also conducive to the peace and development in the region and in the African continent," Yang said."China hopes that the north and south will cherish the peace that was hard to come by, and continue their equal dialogue and consultation in order to reach an early agreement on the border demarcation, Abyei and wealth sharing and other outstanding issues, " he said. SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. TIANJIN, Nov. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for more efforts to accelerate economic restructuring and improve people's living standards amid the country's consolidated economic growth momentum.He made the remarks during his two-day inspection in Tianjin, a north China port city, that ended Tuesday.He urged more efforts on economic restructuring while ensuring "relatively fast economic growth" and "managing inflation expectations" .Li also emphasized regional economic growth as the "new engine" for the overall development and stressed development of new strategic industries and hi-tech sectors to provide the impetus for the growth.During his visit to a grain reserve, Li asked local authorities to "try all means" to increase grain production, ensure supplies and reserves, and regulate the market to better manage expectations of inflation.Further, local governments should build low-income housing "on a massive scale" to increase housing supplies for low-income households, Li said while visiting a residential community under construction.He also asked hospitals to provide better services and called upon local authorities to offer help to low-income families.
