SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. SAN DIEGO (KGTV) — As if San Diego's craft beer scene doesn't already have enough options, the legalization of marijuana has created new opportunities for companies interested in the world of the cannabis-infused.Enter High Style, a San Diego-based brewery launching a THC-infused, non-alcoholic beer called "Pale Haze." The drink incorporates the traditional flavors of beer using Amarillo and Cascade hops, as well as 10mg of THC.The beer has a "light, crisp, and extremely effervescent" flavor, according to the brewery, with notes of tropical fruit and citrus.RELATED: Blue Moon founder now brewing THC-infused craft beerHigh Style's Vice President of Marketing Jared Threw said the brewery's brewmaster worked over 12 months on the process to create the alcohol-free beer — though there are small traces of alcohol, as with most non-alcoholic beers. However, Threw said their goal was to perfect the beer so that it didn't taste like a typical non-alcoholic beer and much like a craft beer instead.Though the feeling of drinking a traditional beer shouldn't be lost, according to the company. High Style says consumers will feel a "fast onset similar to drinking an alcoholic beer," with a "light, clear headed, and euphoric high." But those effects could be different person to person."We recommend if someone isn't a heavy cannabis user, to start with half a beer, wait 1-2 hours for the effects to fully settle, and then have more as needed for the desired level," Threw said.Currently, the beer is only available at the dispensaries March and Ash in Mission Valley and Mankind Cooperative in Miramar. Though before High Style labels itself as a trailblazer, Threw said there's still room for others to help expand the market."It is hard for us to be an accurate example of the difficulty level since we are such a unique product type," Threw said. "We don't have a tasting room or restaurant at this time, so we aren't competing for sales in that way. SAN DIEGO (KGTV) — Chris Cate may soon feel like the loneliest politician in San Diego.Come December, he'll likely be the only Republican on the otherwise Democratic San Diego City Council. That’s because it appears Democrats will secure an 8-1 advantage on the City Council, based on returns from Tuesday’s election.“We'll have to figure out a new path going into election two years from now and another election two years after that,” Cate said.Cate is a San Diego native who represents the city's North Central areas. The jobs are technically nonpartisan, but divides do show when it comes to key votes on housing development, city contracting, and public safety. Cate says he won't be shy.“And really try to ensure that we as a government are mindful of the fact that we rely on taxpayer dollars to provide those resources, and not try to go back to the well multiple times to increase fees or taxes,” Cate said.Cate describes himself as a fiscal conservative and social moderate. He joined the council in 2014, when Democrats had a 5-4 advantage over Republicans. Democrat registration has exploded since then, with some politicians abandoning the Republican Party.Termed out Councilman Mark Kersey is now an independent, and State Assemblyman Brian Maienschein flipped to a democrat.But Cate says he'll never leave the party.“Absolutely not… 100%, no,” he said.Being the lone Republican on the council could also raise Cate’s political profile. For instance, many times he'd be the only alternative viewpoint for journalists to ask for comment. Cate said, however, that he's not seeking higher office. SAN DIEGO (KGTV) — Assemblymember Todd Gloria, D-San Diego, praised state lawmakers for sending a bill to the governor that would restrict gun shows at Del Mar Fairgrounds.Assembly Bill 893 would ban the sale of guns or ammunition anywhere on the Del Mar Fairgrounds property beginning in 2021, according to Gloria's office. The bill passed the California Senate 27-11 Tuesday.Anyone who violates the bill could face a misdemeanor charge, according to the bill.Gloria is a co-author of the legislation alongside Assemblywoman Tasha Boerner-Horvath, D-Encinitas, and Assemblywomen Lorena Gonzalez, D-San Diego.“This is a victory for gun sense and making our communities safer in San Diego,” said Gloria.“This bill is about offering more than thoughts and prayers. It’s about policy and action and listening to the communities around the Fairgrounds who no longer want these events taking place. In California, we value people over guns and this bill makes that clear."Gov. Gavin Newsom has until Oct. 13 to sign or veto the legislation.Gun shows at the fairgrounds has been hotly debated over the last year. In September 2018, the 22nd DAA's Board of Directors voted to temporarily suspend gun shows at the Del Mar Fairgrounds until the state developed new safety policies around them. The decision ended the Crossroads of the West gun show's contract with the fairgrounds after nearly three decades.In February 2019, the three Assemblymembers introduced AB 893 into the state Assembly. The bill passed the Assembly 48-16 in April. Then in June 2019, a judge ruled that gun shows could continue at the fairgrounds while the court considered a lawsuit against the fairground's decision to suspend the shows.Throughout the the back-and-forth, the legislation has been opposed by the NRA, Gun Owners of California, and the California Rifle and Pistol Association. 1867

SAN DIEGO (KGTV) — As San Diego sporting associations work to recruit new officials, they're up against abuse from parents and fans.The problem has gotten so bad that one youth soccer referee created a Facebook page to call out the bad behavior, parent shaming in hopes to address the problem nationwide.Kia Dehpanah has been officiating in San Diego for 25 years. While he does hear complaints from the sideline, he says younger referees deal with it the most.RELATED: Eastlake Little League responds to Park View player eligibility complaint"After a while, these young referees say, 'I don't need this aggravation,'" said Dehpanah.Last year, some youth sports like field hockey and lacrosse had to cancel some games due to not enough referees. These sports face additional recruiting challenges like finding officials who can work early games. There's also a misconception you must have prior knowledge of the sport beforehand."It's not the most glorified profession, it's a tough profession, but I think it has a lot of rewards too," said San Diego CIF Commissioner, Jerry Schniepp.Alicia Oswald, on the San Diego Girl's Lacrosse Umpiring Board, uses officiating as a way to give back to the community. She hopes parents and fans will hear this message so that potential recruits aren't too intimidated to go after the job."We are people too, we are humans," said Oswald.
