SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) – A new program vows to help buy houses for teachers who are working on making it in San Diego.“It's not huge to a lot of people, but it's more space than we've ever had,” says Amy Noble as she takes us on a tour of the new house that she and her husband, Eric, bought in South Orange County. They’re high school educators and got married years ago, but home ownership seemed impossible for them. “The rent for apartments was so much that we really didn't have a good opportunity to save,” says Amy.RELATED: Making it in San Diego: Key saving steps helped renter buy her first home“We're the only private company right now that's focusing exclusively on educators,” says Nikki Lowy with Landed.Lowy says the company has already helped about 200 educators buy homes in expensive cities like Denver, Los Angeles and Seattle. Now, the company is making its way into San Diego.“[Teachers] are so important to the safety and well being and health of our communities and yet a lot of them don't see a future in the communities,” Lowy adds.Landed reportedly gives educators half the down payment for the house. In exchange, educators share 25 percent of the investment gain or loss with Landed. SAN DIEGO (KGTV) - A man involved in a DUI hit-and-run crash that seriously injured a young boy in the South Bay started his sentencing hearing Wednesday for violating federal immigration laws.Constantino Banda Acosta, a Mexican national who had previously been deported from the U.S. at least 15 times in the past, has been in federal custody since March over federal criminal re-entry charges.He was transferred to federal custody after charges against him stemming from a 2017 crash were dismissed.Banda faced charges in the May 6, 2017, crash in San Ysidro that sent young Lennox Lake to the hospital with serious injuries, including head trauma.Banda was initially charged with drunk driving and hit-and-run after authorities said he ran a stop sign at Dairy Mart Road and slammed his pickup truck into the Lake family’s car as they were heading home from a Disneyland trip.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152.Following a mistrial, a judge dismissed the case against Banda in March, saying there was no clear evidence that showed he was behind the wheel at the time of the crash.Banda’s lawyers had argued that another man in the truck, Jorge Adame Ariza, may have been driving the truck after a night of drinking with Banda.Adame said Banda got into a fight with another man outside a Chula Vista restaurant before the crash. SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. Luna tells 10News he feels violated and unsafe in his own home. 973
