SAN DIEGO (KGTV) -- On July 3, visitors will once again be able to ignite their minds in the world of science and curiosity, as the exhibits at the Fleet Science center in Balboa Park will be open for exploration."We're very excited to welcome everyone back into our building," says Fleet Center Communications Manager Karla Nafarrate. "We just can't wait until the exhibit gets going, as well as the theater. We've missed everyone so much."The Fleet Science Center is a hands-on museum, and because of that, major safety precautions will be in place. That would include reduced capacity, visitors must wear face masks, and social distancing. Add to that, the entire museum will be sanitized before it's opening."The coolest part is that we have a sanitizer that cleans everything, and gets rid of any little bacteria. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." SAN DIEGO (KGTV) - People looking to buy a new or used car may have to hurry if they want to take advantage of the Coronavirus Pandemic's best deals and discounts.Recent studies from the California New Car Dealers Association show that sales of new cars in San Diego were down by 18.6% in the first quarter of 2020 compared to the same time of 2019. That's better than the state average of 21% but still worrisome for the industry.President Paul Dyke says his dealership saw sales drop in the 10-15% range at El Cajon Ford. But he says the company did a great job of offering deals to bring people into the lots, such as low-interest financing, long term payment plans, and lower prices."Zero percent is always something that gets people moving," says Dyke. "Now for the first time in Ford's history, doing it at 84 months on quite a few of the models really kept things going."The CNDCA says the Pandemic forced the industry to readjust its outlook for the year. They now predict new car sales to reach about 1.5 million in 2020, down from 2.1 million in 2019. If sales stay slow, it could be the worst year for new car sales since the Great Recession.Meanwhile, used cars are flooding the market as rental companies upgrade their fleet.Hertz recently filed for bankruptcy. The company iSeeCars.com did a study on their prices and found that Hertz was offering sales discounts in May that were 43% greater than the discounts they offered in April."There are still plenty of deals to be had," says Amada Lasik from iSeeCars.com. "That's especially true for cars that have been lingering on lots for a while, so we invite consumers to do as much research as they can."Manheim, a company that does used car auctions across the country, says used cars have been staying on lots for longer than usual. According to their data, almost 64% of used cars sold within 30 days back in February. By March, that number had dropped to 53%. The longer a car stays on the lot, the more likely a dealer will offer it at a lower price.Manheim also found that used car sales were down 34% in April compared to 2019, while wholesale used car prices dropped more than 11%.All that being said, experts believe these numbers will bounce back over the summer as restrictions ease.Dyke says his most significant concern for the industry is inventory. Since factories were closed for several months during the Pandemic, dealerships won't have as many cars to sell in July and August.Dyke says the companies will raise prices and eliminate the deals as demand increases while supply dwindles. 2574

SAN DIEGO (KGTV) - Puerto Ricans are living in fear after hundreds of earthquakes rocked the region, according to a San Diegan with family there.Tommy Rosas last lived on the island when he was 14. Though he moved to the mainland, Puerto Rico never left him."It hurts," he said sadly, "every minute of the day, I walk, breathe, sweat, cry Puerto Rico."He's been hurting more for his home since 2017, when Hurricane Maria hit. "My family moved, with the exception of a couple cousins who live in Cabo Rojo." He said it was too much to start over an most of his family moved to the states."The electrical grid is ancient, and it has to be repaired. They started the repairs little by little, then the earthquakes hit," saying in frustration, "whats next? What did Puerto Ricans do to deserve this?"The shaking started December 28th, the biggest quake struck January 7th, registering a magnitude 6.4."There's thousands of people living on the streets, because of their homes being destroyed or they're afraid of their home collapsing on top of them." Rosas said friends described the desperate living conditions through social media.Rosas gave a friend a flash light as a gift before he went to Puerto Rico a few months back. He said it was a joke, but now that friend now using it regularly, "he's in Isla Verde, so they lost power there, and it's periodically, it comes and goes. The food supply, water," he said was dwindling.He said a group caravaned from the north side of the island bringing supplies like diapers, formula and juice to those affected by the earthquakes.The positivity keeps Rosas going, "we don't give up, we won't lay down and say okay."He raised ,000 for supplies for the island and is planning another fundraiser.
