KENOSHA, Wis. — A Wisconsin high school teacher is on paid leave after students recorded her using a racial slur on camera during class.The teacher can be heard repeatedly using the “N-word” several times while students in the class laugh. The parent of the student who took the video told WTMJ the incident started when a student at Bradford High School in Kenosha, Wisconsin used the word with another student.That’s when the parent said the teacher used the slur and said that she should be able to use it because it is used within the African-American community. At Tuesday’s Kenosha Unified School District board meeting, representatives from the community’s Coalition for Dismantling Racism spoke about the incident.“Our concern is the total lack of action from the administration. This should have been addressed immediately. Especially when several students stated how uncomfortable they were in the classroom. KANSAS CITY, Mo. — One of the men indicted for the death of 10-year-old boy on a water slide in 2016 is also facing a bankruptcy in Texas.Jeff Henry, the co-owner of Schlitterbahn water parks in Kansas City, Kansas and Corpus Christi, Texas is scheduled to appear in a Kansas City, Kansas, courtroom next week.The Corpus Christi location is part of an ongoing bankruptcy.According to court records, Jeff Henry and his brother Gary Henry were behind a company called Upper Padre Partners (UPP).Those same records show UPP had more than million in unexplained cost overruns for the Corpus Christi water park.That figure is more than double what it was expected to cost to build the complex, which also includes a nine-hole golf course.Companies the Henrys borrowed money from accuse them of mismanagement and misappropriation of funds.Right now, a court-appointed trustee runs Upper Padre Partners, and submits monthly financial reports to the court.The newest report, for February, was submitted last week.Court records show a company called Axys loaned UPP million in February 2015.By November 2016, three months after 10-year-old Caleb Schwab was killed while riding a slide in the Kansas City park, that million was in default.Axys foreclosed on a piece of property next to the Corpus Christi water park and is attempting to sell it to get some of its money back.An attorney for Axys said UPP still owes the company millions of dollars.Court records show UPP also owes International Bank of Commerce more than million.That bank has put claims known as liens on both the water park and the golf course. 1662

JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed.  1458

LA JOLLA, Calif. (KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954
