SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents.The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics.The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

SAN DIEGO (KGTV) - Less than a week before the election, there are reports of political yard signs being stolen and vandalized, and in some cases, appearing in yards.Sunday night, just before midnight in a cul-de-sac in El Cajon, surveillance video shows a car driving slowly before it stops to let someone out."A shadowy figure, looks young, maybe 10 years old, gets out of the vehicle, runs in, and grabs a political sign," said Brandon Spaulding.Spaulding says the sign being taken belonged to his neighbor and it read "Trump/Pence, Make America Great Again." That same night, Spaulding's sign, which had been vandalized days before, also disappeared.The apparent thieves in the Sunday's thefts: a child and an adult."Very disappointed and frustrated ... being a terrible role model. As parents, you’re supposed to teach children the different between right and wrong. I was always taught to love my country, and part of that is freedom of speech. Respect people's rights to say what they want to say," said Spaulding.Spaulding isn't alone. Local Republican Party officials say they've received more than a 100 reports of stolen Trump signs, a greater number when compared to previous presidential elections.In Coronado, police responded Wednesday to seven homes, where yard signs reading "Racism Lives Here" appeared in front of the homes of Trump supporters who were displaying signs or flags.It isn't just Trump backers being targeted. On the Nextdoor mobile app, ABC 10News found numerous examples of signs supporting presidential challenger Joe Biden stolen.Just south of Balboa Ave., Margo Thomas woke up Wednesday to her Biden/Harris yard sign gone."To me, it just feels like you’re stifling free speech," said Thomas.There is still no mistaking who Thomas is backing.
