CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. CORAL SPRINGS, Fla. — A Florida family says they were recently targeted by a terrifying kidnapping scam.Katie and Steve Watson live in Coral Springs, Florida and want to warn families about the crime.Katie tells WPTV that she received a call on Monday from a number she didn’t recognize. On the line she heard a whimpering child, then a mysterious man say he had kidnapped Katie’s daughter, Chloe."All of a sudden a man's voice came on the line, and he said, 'Katie I have your daughter. She's in the back of my van,' " Watson told WPTV on Tuesday.Katie said she quickly hung up, feeling in her gut that it was scam. "That's really part of what gave me the chills was somebody calling me by my name," said Watson. "That was unsettling."Katie says she figured it was a scam, but then got a bad feeling when she checked her daughter’s location through her phone's GPS.It initially said her daughter was at Westglades Middle School in Parkland, which Chloe attends. But then the GPS suddenly jumped to another location in Parkland.Upon further investigation, the Watsons found that her daughter was indeed at school, and more importantly, safe."I got chills all over my body and I was like, OK, I know that was a scam but that's like every parent's worst nightmare is to hear your kid has been kidnapped," said Watson.The FBI calls this a virtual kidnapping scam and says it’s evolved over the years and become more sophisticated.In the calls, a crook says he’s kidnapped your loved one and demands money in exchange for their safe return.In the Watsons' case, however, the scam was taken to a frightening new level with the use of a whimpering child on the line.The FBI offers these tips so you don’t become a victim: 1748

CLAIREMONT, Calif. (KGTV) -- A warning for the next time you drop a piece of mail in a postal collection box: a local thief may be getting creative to grab your mail.Around 7 pm Monday, along Mt. Everest Blvd, Dennis Fipps walked a few blocks from his home and dropped off a driver's license renewal in the blue box.The next morning, Fipps says a neighbor showed up at this door with his empty envelope.   In all, he believes that neighbor found torn mail strewn in the gutter for 8 to 10 neighbors. "I thought 'Omigosh! The check,'" said Fipps.     The check was made out to the DMV for . In the past several years, 10news has reported on stolen checks being washed: a chemical solution dissolving away the ink, allowing a thief to fill in the blanks.     Fipps called his bank and stopped the check, then headed to the post office. "Their response was that the box had been fished," said Fipps.     In that fishy tactic, the fishing line is often a simple string, connected to a rodent glue trap, allowing the thief to grab onto envelopes and pull them out of the collection box.    "It's dastardly.  I'll say that much," said Fipps. Postal officials say 'fishing' is not common, but it does happen in the area. A spokesperson tells 10news almost all the local boxes have anti-fishing security measures, and they will now be looking at this collection box to see what went wrong.
