Gregory said.As of Wednesday they have about 45 Marines in the building. Three tested positive for COVID-19. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. We heard the calls for reform. And I'm not waiting. We want to make lasting changes now. Not a year from now," Faulconer said of the forthcoming policy.Calls for a decrease in police spending, however, were not met. SAN DIEGO (KGTV) – James Prince, the owner of a recycling center in Point Loma, went to the Peninsula Community Planning Board Thursday night to try and save his business.Prince Recycling is being evicted from his location on the property of the Stump’s Family Market Place.Prince Recycling has become a controversial business in the past one or two years.  It is the only recycling center in the area, but many neighbors have started complaining that it is bringing homeless problems to the area.Dirk Stump, the owner of the grocery store, confirmed he is evicting the recycling center, ending their agreement for the past five years. The area is required to have a recycling center, and Dirk says the state could fine him more than ,000 a year for cutting ties with recycling, but at this point, he is willing to pay, because he says the center is attracting homeless and chasing away customers.  He said Mr. Prince is a good person and it was purely a business decision.“I recycle thousands of tons of material, and it’s not just from homeless,” Prince said.  “Not only that, they’re people too. What am I supposed to do? You’re homeless you can’t come in?” The planning board did not take any action on the issue. Prince says he’s not making any plans to vacate. SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972
