SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' In previous challenges for major office, DeMaio lost to Rep. Scott Peters, D-San Diego, in 2014 and to Bob Filner in the 2012 race for San Diego mayor. SAN DIEGO (CNS) - A suspected drunken driver crashed into a house in the Miramar Ranch North area of San Diego Saturday morning and was hospitalized with life threatening injuries.The man was driving his 2014 Hyundai eastbound in the 11700 block of Cypress Canyon Road when he made a left turn onto the 11500 block of Sun Ray Court about 12:30 a.m., according to Officer Robert Heims of the San Diego Police Department."As (the driver) was turning, he made an unsafe movement to his left, lost control and crashed into a house," Heims said.The driver was taken to a hospital with major head and face injuries, considered to be life threatening, Heims said.DUI was suspected and the crash was being investigated by SDPD Traffic Division.The name of the driver was not disclosed.No other injuries were reported. 817

SAN DIEGO (CNS) - Drug use among teens booked into San Diego Juvenile Hall reached its highest rate since 2000, with 62% of those interviewed testing positive for an illicit substance last year, up 4% from the previous year, according to a report released Monday.According to the San Diego Association of Governments, 57% of 109 juveniles interviewed in 2019 tested positive for marijuana, also the highest rate since 2000 and an increase of 2% compared to 2018.Ninety-two percent of interviewees reported trying marijuana, compared to 86% for alcohol and 70% for tobacco, according to the SANDAG report. Overall, 93% of juveniles reported trying some kind of illicit substance.Nearly 60% of respondents also said marijuana was the first substance they had tried, compared to 27% for alcohol and 12% for tobacco.Overall, those who had used marijuana, alcohol and tobacco reported getting started at or before age 13 1/2, on average.Just over three-quarters of the youth interviewees reported having tried vaping, and 49% reported vaping at school. The most commonly used substances were flavored nicotine, 90%, marijuana/THC, 73%, and non-flavored nicotine, 26%.When asked to rank how harmful they thought specific drugs were on a four-point scale, 17% of respondents said marijuana was "very bad" or "extremely bad"; 58% thought tobacco was "very bad" or "extremely bad" and 37% said alcohol belonged in those categories.Nearly 60% reported that they did not view vaping as harmful and 39% thought vaping was less harmful than smoking cigarettes.Among other findings:-- 91% of those interviewed said it was easy, or very easy, to obtain marijuana; 79% of those interviewed said the same about alcohol and 93% said the same of tobacco-- 42% reported abusing prescription or over-the-counter drugs, with 81% of those reporting that they had used tranquilizers, such as Xanax, and 50% saying they had tried codeine-- 50% reported prescription drugs were "very easy" or "easy" to obtain, down from 70% in 2017-- 11% of interviewees tested positive for methamphetamine, up from 10% in 2018 2093

  

SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach.The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said.The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. A ruling on the cause of Elshayeb's death remained on hold this week pending completion of postmortem exams.Police hope to contact people who had contact with Elshayeb in the days and weeks leading to his death, Dupree said.Anyone with information about the case is asked to call San Diego County Crime Stoppers at (888) 580-8477. SAN DIEGO (CNS) - A power outage left nearly 3,200 homes and businesses without electrical service Thursday morning in Del Dios, Rancho Bernardo, Rancho Penasquitos and San Pasqual.The blackout, which initially affected 3,173 utility customers, began shortly before 6:30 a.m., according to San Diego Gas & Electric. By midday, repair crews had restored electrical service to all but 209 of the affected addresses, SDG&E advised. Those customers were back on line in the late afternoon.The cause of the outage was under investigation, according to the utility. 575
