SACRAMENTO, Calif. (AP) -- A three-judge panel of the 9th U.S. Circuit Court of Appeals has thrown out California's ban on high-capacity ammunition magazines. The panel's majority ruled Friday that the law banning magazines holding more than 10 bullets violates the constitutional right to bear firearms. California Rifle & Pistol Association attorney Chuck Michel calls it a huge victory. The ruling has national implications because other states have similar restrictions.California Attorney General Xavier Becerra did not immediately say if he would ask for a full court review or appeal to the U.S. Supreme Court. He also did not say if the state would seek a delay to prevent a buying spree. 705

SACRAMENTO, Calif. (AP) — California's economy has surpassed that of the United Kingdom to become the world's fifth largest, according to new federal data made public Friday.California's gross domestic product rose by 7 billion from 2016 to 2017, surpassing .7 trillion, the data said. Meanwhile, the UK's economic output slightly shrunk over that time when measured in U.S. dollars, due in part to exchange rate fluctuations.California's economic juggernaut is concentrated in coastal metropolises around San Francisco, San Jose, Los Angeles and San Diego.RELATED: California is #1 for fun in the nation"The non-coastal areas of CA have not generated nearly as much economic growth as the coastal areas," Lee Ohanian, an economics professor at University of California, Los Angeles and director of UCLA's Ettinger Family Program in Macroeconomic Research said in an email. The data demonstrate the sheer immensity of California's economy, home to nearly 40 million people, a thriving technology sector in Silicon Valley, the world's entertainment capital in Hollywood and the nation's salad bowl in the Central Valley agricultural heartland. It also reflects a substantial turnaround since the Great Recession. All economic sectors except agriculture contributed to California's higher GDP, said Irena Asmundson, chief economist at the California Department of Finance. Financial services and real estate led the pack at billion in growth, followed by the information sector, which includes many technology companies, at billion. Manufacturing was up billion.RELATED: California sues over plan to scrap car emission standardsCalifornia last had the world's fifth largest economy in 2002 but fell as low as 10th in 2012 following the Great Recession. Since then, the largest U.S. state has added 2 million jobs and grown its GDP by 0 billion.California's economic output is now surpassed only by the total GDP of the United States, China, Japan and Germany. The state has 12 percent of the U.S. population but contributed 16 percent of the country's job growth between 2012 and 2017. Its share of the national economy also grew from 12.8 percent to 14.2 percent over that five-year period, according to state economists.California's strong economic performance relative to other industrialized economies is driven by worker productivity, said Ohanian. The United Kingdom has 25 million more people than California but now has a smaller GDP, he said. The state calculates California's economic ranking as if it were a country by comparing state-level GDP from the Bureau of Economic Analysis at the U.S. Department of Commerce with global data from the International Monetary Fund. 2719

Runners showed up on Sunday morning to race in the TCS New York City Marathon, which went ahead as planned despite last week's terror attack -- the worst in the city since September 11, 2001.On Tuesday, officials say, Sayfullo Saipov, a 29-year-old Uzbek living in New Jersey, drove a truck down a Manhattan bike path near the World Trade Center before slamming into a school bus.On Thursday, Saipov was charged with federal terrorism offenses in the attack that left eight people dead and a dozen others wounded. In the days since, city and state officials have assured attendees of Sunday's marathon that the event would be safe, and they ramped up security."You'll have thousands of officers on duty this weekend," Gov. Andrew Cuomo said in a news conference on Saturday. "But I want to stress, this is just a precautionary measure. We have no information that points to any issues."A record number of city sand trucks and New York Police Department blocker vehicles were scheduled to line the roadways to protect pedestrians, police Chief Carlos Gomez said Friday. The TCS New York City Marathon is expected to draw more than 50,000 runners, who will make their way through five boroughs while 2.5 million spectators cheer them on."I hear it's the greatest walking tour of New York with 50,000 of your best friends," said Michael Steiner, a 46-year-old from Maplewood, New Jersey, who is participating for the first time on Sunday.Steiner said he feels great, and while the event is just days after last week's attack, he's only worried about one thing."The trap," he said. "The biggest marathoner's fear is that the adrenaline gets the best of you and you run way too fast in the beginning and get killed at the end." 1748

SACRAMENTO, Calif. (KGTV) -- A proposition that would authorize billions for California educational facilities will appear on the March 2020 ballot. Proposition 13 authorizes a billion bond that would go to preschool and K-12 schools as well as universities and community colleges, according to Ballotpedia. A total of billion would be used for preschool and K-12 schools while billion will go to universities. Meanwhile, billion is set aside for community colleges. The California Legislative Analyst says the state would pay billion in total - billion in principal and billion in interest. The payments would be made over 35 years from the General Fund, Ballotpedia says. RELATED: Here's what happens if voters approve Measure B - Newland SierraThe analysis also shows that Prop 13 would cost taxpayers an additional 0 million per year for 35 years. According to Cal Matters, those in favor of the measure, including Governor Gavin Newsom, say it will focus on modernizing schools as opposed to new construction. Those against proposition 13, including the Howard Jarvis Taxpayers Association, say it would cause an increase in local property taxes and add to state debt and interest costs. “Like all bond debt, that must be paid ahead of any other priorities, even law enforcement,” the association says. “If there is a recession, too much debt puts us at risk of a reduction in services or demands for emergency tax increases at the worst possible time.”RELATED: Here's what happens if Measure C passesClick here to read more from the association. A “yes” vote supports proposition 13 while a “no” vote opposes the measure. Check out the breakdown below of how the money would be spent if approved: billion for preschool and K-12.8 billion for new construction of school facilities.2 billion for modernization of school facilities0 million for providing school facilities to charter schools0 million for facilities for career and technical education programs billion for universities billion for capital outlay financing needs of the California State Universities billion for capital outlay financing needs of the University of California and Hastings College of LawCommunity colleges billion billion for capital outlay financing needs of community colleges 2322
