SYDNEY, Aug. 5 (Xinhua) -- The Western Australian Government announced on Friday that 14 new substances linked to the manufacture of the synthetic drug Kronic would be banned from Friday midnight.The State Mental Health Minister Helen Morton told the Australian Broadcasting Corporation (ABC) Radio on Friday morning that two substances found in Kronic Black would be banned from midnight tonight (Friday night), as well as another 12 others found in synthetic cannabis products.People caught in possession of banned synthetic cannabis face hefty fines or possible jail sentences.The government of Western Australia (WA) in June listed a number of synthetic cannabis products, including Kronic, Voodoo and Mango Kush, as illegal substances.But synthetic drug makers have since released a new product, Kronic Black Label, using a different blend of chemicals they say make it still legal to sell.Police suspect the death of a 38-year-old Perth man is linked to his smoking of the synthetic cannabis product Kronic Black Label, which contains two of the 14 substances to be banned.The man, from Hillman in Perth's south, was rushed to Rockingham Hospital on Thursday night after suffering a suspected cardiac arrest, but he later died.Police now are conducting an investigation to identify the cause of the man's death.The Australian Medical Association has warned that synthetic drugs could cause severe paranoia, anxiety and panic attacks.

BEIJING, June 28 (Xinhuanet) -- The figure of adults with diabetes has risen to 347 million worldwide, which is more than doubled in the past three decades, according to a study published in the British journal Lancet.The study, which analyzed data compiled from 2.7 million participants aged 25 and over from across the world, shows approximately 138 million in China have diabetes, and 36 million in the United States.Among high-income countries, diabetes rates were the highest in the U.S., Greenland, Malta, New Zealand, and Spain. The Netherlands, Austria, and France boasted the lowest rates, suggested the study published online by The Lancet journal on June 25.Majid Ezzati, a lead author of the study, said on Reuters: “Diabetes is becoming more common almost everywhere in the world.”Danaei added: “Unless we develop better programs for detecting people with elevated blood sugar and helping them to improve their diet and physical activity and control their weight, diabetes will inevitably continue to impose a major burden on health systems around the world.”

Its scheduled return to Earth later this month will mark the end of NASA's 30-year space program.Since its onset with the launch of space shuttle Columbia, the program has been seen as a cheap, safe and reliable way for space exploration.Despite its great contributions to U.S. manned space flight, it has also left some grave and tragic lessons, making its termination inevitable.HIKING COSTSLaunched in 1972 by then President Richard Nixon, the shuttle program aimed to provide a new system of affordable space travel and proved to be NASA's most enduring project in its 50 years of existence.In 1981, shuttle Columbia made its first shuttle flight for two days. It was the ultimate hybrid and the first reusable spacecraft.Launched like a rocket and gliding back to Earth like an airplane, space shuttles not only can act as a space taxi to carry astronauts, but have the muscle of a long-distance trucker to haul heavy machinery.The spaceship boasts more than 3,500 subsystems and 2.5 million parts and is nine times faster than a speeding bullet as it climbs heavenward. That versatility, however, has translated into higher costs.NASA originally estimated the program would cost about 90 billion U.S. dollars. However, its actual cost stands at about 200 billion dollars, compared with the 151 billion dollars spent on Apollo which took Americans to the moon in 1969.In an article in Technology Review, John Logsdon, former head of the Space Policy Institute at George Washington University, drew a direct connection between the ravenous shuttle budget and the lack of other large advances in manned space flight."By operating the system for 30 years, with its high costs and high risk, rather than replacing it with a less expensive, less risky second-generation system, NASA compounded the original mistake of developing the most ambitious version of the vehicle," he wrote."The shuttle's cost has been an obstacle to NASA starting other major projects," he added.HIGH RISKIn terms of safety, the shuttles have never been as reliable as their designers had envisioned.On average, one out of every 67 flights ended up with fatal accidents. Based on the rate of deaths per million miles traveled, the space shuttle is 138 times riskier than a passenger jet.Seven astronauts onboard died when Challenger exploded about a minute after launch in 1986. Nearly two decades after the tragic blast, a new catastrophe descended when the shuttle Columbia disintegrated moments before landing in 2003, killing another seven spacemen.Again, the shuttle program was shelved for more than two years as NASA stepped up efforts to make it safer. But experts say the fundamental problem related to shuttles' safety cannot be solved due to their "birth defects.""It is in the nation's interest to replace the Shuttle as soon as possible," concluded the panel that investigated the 2003 Columbia accident.

  

WASHINGTON, Aug. 16 (Xinhua) -- The White House announced Tuesday that the U.S. Departments of Agriculture, Energy and Navy will invest up to 510 million U.S. dollars in partnership with the private sector to facilitate the country's biofuel industry development."Biofuels are an important part of reducing America's dependence on foreign oil and creating jobs here at home," U.S. President Barack Obama said in a White House statement.The initiative is a response to a directive from Obama issued in March as part of the Blueprint for A Secure Energy Future, the administration's framework for reducing dependence on foreign oil."But supporting biofuels cannot be the role of government alone. That's why we're partnering with the private sector to speed development of next-generation biofuels that will help us continue to take steps towards energy independence and strengthen communities across our country," Obama added.The joint plan calls for the three departments to invest up to 510 million dollars in the next three years, which will require substantial cost share from private industry, in a bid to reduce U. S. reliance on foreign oil and create jobs at home."By building a national biofuels industry, we are creating construction jobs, refinery jobs and economic opportunity in rural communities throughout the country," said U.S. Agriculture Secretary Tom Vilsack.White House figures revealed that the world's largest economy spends more than 300 billion dollars on imported crude oil every year.With a slackening economic recovery and the government's approval rate at a record low level, the Obama administration is rolling out a string of measures in recent days to accelerate economic growth and job creation.

  

STOCKHOLM, Aug. 30 (Xinhua) -- Meat diet, a dietary habit popular in some developed countries, can produce more greenhouse gas and thus is likely to actually cause more impact on climate, said a Swedish study published Tuesday.According to Swedish Radio's Ekot news program, the meat diet, also known as Low Carb High Fat (LCHF) diet, doubled the greenhouse gas emission compared with the balanced diet recommended by the Swedish Food Administration.Many Swedish people have abandoned the diet habit of eating root vegetables and fruits, and switched to LCHF diets. The LCHF diet has more meat, fat and unusual greenhouse gas emission. But these root vegetables, such as potatoes and carrots, and other naturally grown vegetables can be planted with less greenhouse gas emission.The report also revealed that many of the LCHF diet advices are actually given by the researchers sponsored by meat industry.
