SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. The citizen-based campaign adds more signs and traffic patrols in the neighborhood.  937

SAN DIEGO (KGTV) - It was an emotional day in a Southern California courtroom for the family of a murdered Army veteran.Nearly 20 people who were close to Julia Jacobson read victim-impact statements during the sentencing hearing for her killer, ex-husband Dalen Ware.Julia’s brother, Tony Jacobson, spoke exclusively with 10News reporter Jennifer Kastner. “It was kind of both a celebration to her as well as an understanding that this isn't just some random person. It really is someone that truly did touch her community, served her country and people really did love her very much. Unfortunately, [Ware] took her away from us all,” says Tony Jacobson of his own impact statement that he read in the courtroom.RELATED: Ex-husband of former Army veteran pleads guiltyWare will serve 15 years to life in prison, after pleading guilty to her murder. It was more than a year ago that the retired Army captain and her dog disappeared over Labor Day weekend.Her SUV was discovered abandoned near her home in University Heights. Ware was later arrested in Phoenix where he was living, and charged with her murder.Her remains were discovered in a shallow grave, in Riverside County. Even though Monday’s sentencing was painful, it still brought back a flood of positive memories for the Jacobson family, as they shared old stories.RELATED: Police searching for Julia Jacobson find remains“One of them that I remember so vividly just came rushing back to me. When she would laugh, she would snort a little bit which was makes it sound so embarrassing for her but it was one of her things that made her so personable,” adds Tony. The fact that Dalen has 15 years to life just tells me that in roughly 14 years we’ll have to revisit this again,” says Tony. 1896

SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan.An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. At least one marine allegedly accepted a ,000 payment to transport undocumented immigrants after they made their way into the United States."It isn't surprising that they would use persons that would appear trustworthy like our military in order to transport either humans or drugs," Stephan said. 1395

Customers are flocking to buy ammunition before a new California gun law goes into effect. It’s called the “1 million round month.” Just a few hours after opening its doors, Poway Weapons and Gear Range sold half of their 1.2 million rounds of ammo. “Today is a direct reflection of the law,” says Danielle Rudolph, Director of Sales at Poway Weapons and Gear Range. “People are trying to stock up and save up now that way they don’t have to worry about it next year.” The new law starting in July says in addition to a gun permit, gun owners will have to pass another background check to buy ammunition. Retailers will then have to log the amount of ammo gun owners purchase in a database. The records will be sent to the Department of Justice. When asked about the store’s large sale, Ron Marcus with the Brady Campaign to Prevent Gun Violence said in part: “The bottom line is regardless of how people try to prepare themselves before the law goes into effect, majority of Californians voted on Prop. 63 that put these laws into effect."Store owners say they will order more ammunition for customers to purchase at a reduced price. The Social Security Administration (SSA) reports that one in four of today's 20-year-olds will become disabled for 90 days or more before retirement age. Having a plan for the long term can relieve a lot of stress if the unexpected does happen.One option is disability insurance; there's short-term and long-term. Disability insurance pays a portion of your income if you are suddenly unable to work because of illness, injury, or accident.You can get coverage through an employer or buy it from an insurer. She suffered a traumatic brain injury (TBI), which would change her life forever. She constantly deals with nausea, dizziness, tetanus, and migraines. Blue has struggled to navigate the healthcare system and because she cannot work is constantly seeking resources so she can remain in San Diego."You have to advocate for yourself because there's no one within the system who is going to do it for you," said Blue. Blue says she does not have the resources to relocate and says San Diego offers a lot of support for TBI survivors. She's relied on Medicaid for medical care, which has helped with resources like a nurse care manager, but she says there are holes in the system."I'm still fighting to get a TBI specialist, I'm still trying to get a lot of the treatments and specialists and therapies that I believe could help me," said Blue. The San Diego County Health & Human Services Agency is ready to help San Diegans whose incomes have been impacted by an unexpected disability:CalFresh: Food assistance:Medi-Cal: Free or low-cost health coverage for children and adults with limited income and resources. "A good part of my day is spent just trying to feel better, just trying to get well enough to do what I need to do that day," said Blue.Blue remains hopeful she'll get the care needed for her healing and says she'll continue to do everything possible to stay in the city she calls home. 4971
