SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning San Diegans about a mysterious and possibly deadly counterfeit drug being traded on the streets. The department says they believe the pills have caused four overdose deaths in San Diego County over the last 36 hours. The deaths happened in Valley Center, Santee, Poway and Lakeside. “It’s being traded and sold on the streets with the promise of a painkiller high, but no one really knows what exactly is in the drug which makes it so dangerous,” the department said. Authorities say the pills are blue with one side marked by an "M" while the other side is stamped with a "30." The department says the pills are often called "M-30s" or "blues."While the department doesn't know exactly what's in the pills, investigators say these type of pills often contain fentanyl or carfentanil.Anyone with information is urged to call the Crime Stoppers anonymous tip line at (888) 580-8477. SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. SAN DIEGO (KGTV) -- The Ocean Beach Pier reopened Friday morning after unusually strong storms wreaked havoc on the landmark in January, according to the city. The pier's opening comes just in time for the typically busy Memorial Day Weekend. The pier was closed to the public in January after strong storms caused damage to more than 2,200 feet of guard rail, electric, water and sewer lines.
