"Listen now."One new development: The creation of a low-flying cruise missile capable of stealthy operation. Putin said the missile would be nuclear-powered and showed a video simulating its flight."Since the range is unlimited, it can maneuver as much as necessary," Putin said.Another military development, Putin said, was a weapon capable of flying "like a meteorite" at several times the speed of sound."It will be practically invulnerable," he said. "The speed will be hypersonic."Putin has long fumed over the decision of President George W. Bush to withdraw from the 1972 Anti-Ballistic Missile Treaty and deploy missile defenses. In his remarks, the Russian president said Moscow's new arsenal had been developed in response to Washington's moves."We are creating state-of-the-art systems for Russia's strategic weapons in response to the unilateral US withdrawal from the ABM Treaty," Putin said.Putin said Russia has developed other new weaponry, including unmanned underwater vehicles capable of moving at great speeds. The Russian President also responded to the Trump administration's recent Nuclear Posture Review, which calls for enhancing the flexibility of the US nuclear deterrent.The US review is "of great concern," Putin said, asserting that it potentially lowers the bar for the use of nuclear weapons.The United States remains the world's largest military spender. According to the Stockholm International Peace Research Institute, the US outspends Russia by a factor of around 10, according to its latest figures online.Russia's foreign policy has been much muscular in recent years, however. Putin deployed his air force to Syria in the autumn of 2015 to back the forces of Syrian President Bashar al-Assad, turning the tide of war in favor of the regime. Russia's Syria intervention has also become an occasion for Russia to showcase some of its latest conventional weaponry, including new aircraft.But in his remarks, Putin maintained that Russia's military posture is purely defensive in nature."We've never had an intention of attacking anybody," he said. (AP) — California lawmakers are trying again to tamp down rising housing costs by expanding rent control and stopping rental price gouging, warning a failure to act this year could result in another costly ballot measure in 2020."Our Legislature has failed to act to address the plight of struggling tenants," Democratic Assemblyman David Chiu said. "That has to change in 2019."California lacks enough homes to shelter its nearly 40 million people, a situation that drives up the costs of homes and rental units. The federal government considers someone "rent burdened" if they spend more than a third of their income on rent. Advocates on both sides spent a combined 0 million, with the bulk coming from real estate agents in opposition.Opponents argued rent control would stifle the building of more homes. He said his group, which represents rental housing owners, is open to discussing "real solutions.""The California Rental Housing Association supports smart and effective policies that will actually make a difference by rapidly increasing our affordable housing supply," he said in a statement.The California Apartment Association and California Realtors Association did not immediately respond to emails seeking comment.A Chiu bill would ban rent gouging, relying on consumer protection laws targeting price gouging following natural disasters or other emergencies.It would set a threshold, likely somewhere between 6 and 10 percent, above the consumer price index and say rent increases can't top that percentage. Chiu argued the cap would be high enough that landlords could still take in profits.Oregon recently passed a similar law.Two other bills would create a rental registry to help the state gather data on rent increases and prevent landlords from evicting people if they can't prove a cause.Several renters joined the lawmakers to talk about their own experiences with rent spikes.Stasha Powell of Redwood City brought a letter from her landlord saying her rent would be increased from ,040 a month to ,500 a month in several increments.Newsom said he wants lawmakers to bring him a package of bills to address skyrocketing rents."We need new rules to stabilize neighborhoods and prevent evictions, without putting small landlords out of business," he said during his February State of the State. ROSEMEAD (CNS) - Residents across Southern California were checking their homes and apartments this morning for any damage caused by a magnitude 4.5 earthquake that struck two miles south of Rosemead and was felt across a large portion of the region, including Orange County.The quake struck at 11:38 p.m. Friday, according to the U.S. Geological Survey. It was in almost the same location as the magnitude 5.9Whittier Narrows earthquake in 1987, famed seismologist Dr. Lucy Jones said. ``Just like in '87, the earthquake is quite deep ... it's possibly on the same fault,'' Jones told NBC4 early Saturday morning.She later tweeted this quake ``is not considered an aftershock (to the Whittier Narrows quake) because the aftershocks died off completely in less than two years.''A pair of aftershocks, magnitudes 2.1 and 1.6, struck within 10 minutes of Friday's quake, Jones said.She said there is about a 5% chance this was a foreshock to a bigger earthquake.The Los Angeles Fire Department went into ``Earthquake Mode, with all 106 Neighborhood Fire Stations checking their areas for damage.''About 12:45 a.m., the department said it had completed its assessments. "Though felt widely in the greater Los Angeles area, we are pleased to report there are no serious injuries, and no preliminary indication of significant infrastructure damage within the City of Los Angeles,'' department spokesman Brian Humphrey said.The department asked residents to also check on at-risk neighbors, especially seniors living alone, and pets.
