(KGTV) — Thirty-four people were arrested after Border Patrol agents intercepted two smuggling boats in less than 24 hours.The first boat was spotted around 11:15 a.m. on Sunday by a Department of Homeland Security aircraft. Less than an hour later, U.S. Customs and Border Protection’s (CBP) Air and Marine Operations agents were able to stop the vessel about one-mile southeast of Point Loma.Twenty-one people were arrested, including four who are alleged smugglers — two of which are U.S. citizens. The remaining 17 people on board were Mexican nationals. CBP officials say they admitted to being in the U.S. illegally.RELATED:Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryBorder Patrol rescues man abandoned by smugglers near US-Mexico border“Being out in very stormy water it's extremely dangerous,” said Border Patrol Agent Jarrett Decker. “If that boat would have capsized or anything like that, it would have been a more significant rescue.”According to Decker, none of the 21 people on board were wearing life vests.“It's always a rescue first,” he said. “So we always take our law enforcement hat off and put our humanitarian hat on.”At 12:02 a.m. on Dec. 2, a panga boat was spotted near Trestles Beach in San Clemente. Once the boat made it to shore, 14 people began running from Border Patrol agents. Thirteen people were captured, but one got away. Eleven of the arrested were Mexican nationals and two were Chinese Nationals. SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

SAN DIEGO( KGTV) - A Navy veteran has earned a spot with Federal Fire San Diego, getting hired the day she graduated from the fire academy.More competitive, Federal Fire is the civilian department which oversees San Diego naval bases.After serving her country, rookie Caitlyn Argeris says she wanted to serve her community.“She was hungry for it, we saw the fire get lit, and we wanted to nurture that," said Chief Mary Anderson.While still on active duty, the young mother took EMT classes at night“I wasn’t sure if I’d be strong enough, fast enough, have the mental aptitude or physical capabilities," said Argeris. "But you push through it and keep going."Chief Anderson says Argeris is the second Navy veteran they've hired on the spot after graduation.Anderson is on a mission to recruit more women into her department. They're at 2 percent, compared to the national average of about 5 percent.“Women bring something unique to the fire service: compassion," said Chief Anderson. "Once they realize they can do it, they catch that bug as well.”Argeris hopes her story will inspire other women to consider joining the fire service. 1142

  

SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. Even if we don't have tens of millions of people participating in this program, the more people who opt-in, the more effective it can be," said Governor Newsom. 1759

  

SAN DIEGO (KGTV)  - San Diego State University unveiled Thursday details about its plan for a stadium in Mission Valley that could serve SDSU and a possible NFL team.The stadium is currently proposed as a home for the Aztecs, with 35,000 seats. It could be expanded into a 55,000 seat stadium for the NFL, according to SDSU athletic director John David Wicker.Details about the stadium include an aluminum-panel exterior designed to resemble boats. The panels would change color throughout the day and be illuminated with LED lighting at night.Other features include more than 82 suites, 50 loge boxes, two end-zone party decks, six exterior balconies, and five different club sections.The site would also offer 90,000 square feet of retail space.The stadium is being designed by global architecture and design firm Populous, which also designed Yankee Stadium, the London Olympics, and the Super Bowl.SoccerCity supporters, who want to bring a Major League Soccer team to Mission Valley, responded with a statement from SoccerCity project manager Nick Stone. 1077
