SAN DIEGO (CNS) - San Diego County public health officials have reported 283 new COVID-19 cases and no new deaths, raising the region's total number of cases to 26,984, with the death toll remaining at 533.The county reported 7,505 diagnostic tests Saturday, 4% of which returned positive. The 14-day rolling average of positive tests is 5.6%. The target set by California is less than 8%. The seven-day daily average of tests is 9,201. Of the total positive cases, 2,391 -- or 8.9% -- required hospitalization and 614 -- or 2.3% -- were admitted to an intensive care unit.Three new community setting outbreaks were reported Saturday in a restaurant/bar, food processing facility and business. In the past seven days, 11 community outbreaks were confirmed. The number of community outbreaks is above the trigger of seven or more in seven days. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.The next pandemic briefing from health officials will be Monday.Cal State San Marcos sent an advisory to students and staff Thursday notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. SAN DIEGO (CNS) - Opening statements are scheduled Monday in the murder trial of a man accused in the 2015 shooting death of a customer during a robbery at a Clairemont-area gas station convenience store, as well as a shootout with police two days after the killing.Ahmed Hassan Mumin, 34, is charged with murder, robbery, burglary, and being a felon in possession of a firearm in connection with the April 16, 2015, death of 48-year-old Eric Schade. Mumin also faces a special circumstance allegation that the killing happened during the course of a robbery, meaning he faces life imprisonment without the possibility of parole if convicted.He's also charged with two counts of attempted murder on a peace officer for opening fire on two arresting officers in an April 18 shootout at a City Heights apartment.At his preliminary hearing, surveillance footage was shown allegedly depicting Mumin inside an Arco am/pm at around 3:45 a.m., pointing a gun at the clerk and demanding cash. The store clerk testified that the robber was wearing a dark beanie and a bandana covering his face.The clerk testified that he put the cash drawer on the counter. But Schade -- a neighborhood regular -- took a swipe at the robber's gun as if to push it out of his face, and Mumin took a step back and shot the victim once in the chest, prosecutors alleged.The footage shows the shooter rifling through the cash drawer, then fleeing with an undisclosed amount of cash.Two days later, officers tracked Mumin to an apartment complex on Winona Avenue in City Heights. Police officers testified that Mumin hid behind a set of doors in a community room. As a detective tried one of the doors, the defendant opened fire from behind another door, prompting the detectives to return fire, according to testimony.Mumin was shot in the abdomen by police and hospitalized.Co-defendant Adan Ibrahim -- allegedly the getaway driver -- was previously charged with murder, though that count was dismissed earlier this year by San Diego County Superior Court Judge Kenneth K. So through application of the state's new felony murder rule. He still faces trial on robbery charges.Ibrahim's girlfriend, Kristine Mariano, was also in the getaway car during the robbery, according to prosecutors.
