BEIJING, April 14 (Xinhua) -- China's economic development environment remains "very complex" with difficulties and problems persisting in the process of its economic recovery, said the State Council Wednesday.The national economy was heading toward the goal of macroeconomic regulation, with a strong foundation for economic recovery, said a statement released after a Wednesday executive meeting of the State Council, the Cabinet, chaired by Premier Wen Jiabao.The fast economic growth can be, to a large extent, attributed to the stimulus package.As the economic recovered, old difficulties remained and new problems emerged, said the statement.With trade protectionism on the rise and major economies suffering from climbing unemployment rates, uncertainties remained in the global economy, said the statement.Severe drought in southwestern China, how to increase grain production and rural people's income, growing inflation expectations, especially soaring housing prices, managing financial risks, and pressure of increasing unemployment were posing great challenges to the economy, said the Cabinet."We should never rest in the face of these problems and difficulties," said the statement.In resolving the problems, China would give top priority to speeding up the transformation of the economic development mode and improving the quality of economic growth, according to the statement.The government would introduce measures to boost agricultural production, improve financial management and regulation, stabilize prices, rein in soaring property prices, expand domestic demand, push forward economic restructuring, increase energy saving and emission cuts, enhance the opening-up policy and improve the people's livelihood.

BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

BEIJING, March 30 (Xinhua) -- Chinese auto maker Zhejiang Geely Holding Group is ready to inject 900 million U.S. dollars operating capital into Volvo on top of the 1.8 billion U.S. dollars purchase price, Geely chairman Li Shufu said Tuesday."We should not only inject money into Volvo, but also endeavor to improve Volvo's profit-making capability," Li said at a press conference to discuss the Volvo takeover.The Zhejiang-based Geely signed a deal with Ford Motor Co. BEIJING, April 15 (Xinhua) -- The Chinese government said Thursday it plans to increase the land supply available for residential property, in a bid to guide the country's runaway property market into more healthy development.China will supply 180,000 hectares of land nationwide to build houses this year, excluding the Tibet Autonomous Region, compared with an area of 76,461 hectares in 2009, the Ministry of Land and Resources (MLR) said.Areas for low-cost housing, renovated shanty houses and small- and medium-sized apartments will be allocated more than 70 percent of the total land supply, the ministry said.In breakdown, areas for small- and medium-sized apartments alone would reach 80,431 hectares this year, exceeding China's total land supply in 2009.Some 35,786 hectares would be allocated for renovated shanty houses, accounting for 19 percent of this year's total land supply.Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year."We merely need 12,000 hectares to meet the goal set by the central government to build the three million low-cost apartments, well below this year's planned land supply for this part," said Liao Yonglin, director of the department of land use management of the MLR.
