SAN DIEGO (KGTV) - San Diego State University released its plan Monday relating to holiday travel during the pandemic. It comes as students are getting ready to travel home for the holidays in a few weeks. The policies apply to students living on campus and those with in-person classes.Roughly 2,100 students live on-campus, and about 2,200 students are enrolled in an in-person class or participating in on-campus research, according to SDSU. There is a crossover between the groups.Students living on campus can choose to stay on campus over Thanksgiving. Meal plans and other student services will be available during the break.Students who choose to go home and see family have an option. The plan says they “may choose to remain at home for the rest of the fall semester and complete the last two weeks of the term remotely.”Those that travel and return to on-campus housing will be tested for COVID-19 immediately upon returning and then tested again, five to seven days later. Those taking in-person classes will be asked to test weekly upon returning; they are currently required to test every 14-days. Those taking in-person classes are being encouraged to avoid holiday travel. The notice to students goes on to say:"Each of us must continue to be very thoughtful and careful, even if the effects of COVID-19 seem invisible or have not touched some of us personally. Several religious and spiritual observations are before us in the months ahead, and it is disappointing that we will not be able to celebrate in person many of our traditions with our loved ones in ways we have in the past. Limiting travel is an important way to keep our community safe and reduce the potential for COVID-19 transmission." 1722

SAN DIEGO (KGTV) - Some San Diego bartenders are worried about the large crowds that could come into the area during the Fourth of July weekend.Seth Dominique said it's a tough time for bartenders. He works as a bartender in Pacific Beach, and he also has many friends in the same line of work that are all bracing for a high number of visitors for the holiday weekend."You can ask 10 bartenders, and nine of them will tell you the crowds are coming. The tourists are going to come. They're not going to stay at home," he said.Dominique said while many bars and restaurants have put proper social distancing in place, some customers don't always follow them. "At a certain point in time with alcohol consumption, people will -- not on purpose -- but they just stop listening," he said. "It's stressful because you're reminding people constantly, 'Put your mask on, don't move, don't stand in the middle of the floor.'"San Diego County has ordered bars that don't serve food to shut down. Restaurants can serve alcohol with food to people sitting at a table, and there is a 10 p.m. curfew in place."I really support the 10 p.m. idea; I don't think it's going to help this weekend because it's going to be a daytime crowd," Dominique said.Dominique said he and other bartenders are having to weigh financial benefits and health risks. He said he is young and healthy, so he doesn't worry about his health. However, he worries about getting the virus and possibly infecting family members who are older and more at risk. He started an online petition to close down at-risk sectors of San Diego for the holiday weekend. But with the Fourth of July weekend starting, Dominique doesn't believe it will yield any change but says it has value in giving many of his peers in the service industry a voice."Just be respectful, try to listen to your bartenders, try to listen to your servers," he said, "We're not trying to be hard on you. We understand your frustrations, but we're just trying to do our jobs. We're trying to stay open and get our economy going again."Bartenders have also started a petition in an effort to get bars to close on July Fourth. 2157

SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week. The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention. The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting. The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136
