SAN DIEGO (KGTV) — The San Diego Planning commission Thursday voted to recommend a zoning change for a massive office complex along State route 56 in Torrey Highlands.The site in question is an 11-acre site just south of SR-56 near Camino Del Sur, surrounded on three sides by the Del Mar Mesa Preserve. Cisterra Development plans to build a 450,000-square-foot office complex, including a 7-story parking structure."Right now, San Diego is on the verge of a shortage of employment-suitable land for the kinds of innovation economy jobs that ... are coming to San Diego now. We need large lots of space for companies like Apple, Google, and Microsoft ... We try to bring homes near jobs, but we also need to bring jobs near homes. There are thousands of homes in the area," said David Dick of Cisterra Development.According to Cisterra, the project will lead to more than 1,900 jobs, described as "permanent and high-wage."Darshana Patel, a member of the Rancho Penasquitos Planning Board, is skeptical. She points to a nearby, even-larger office complex approved in 2013."It's approved, graded, and no one's interested. Also, these jobs are highly specialized. It's no given that our neighbors will fill these positions," said Patel.What Patel is sure of are the other impacts of the project, from more traffic in a highly congested area, to environmental impacts. One by one, dozens sounded their concern at a Planning Commission meeting, including members of planning, environmental and recreational groups. The connected preserves include protected vernal pools."It will permanently negatively impact one of the last remaining untrampled areas of native habitat and open space in San Diego," said Susie Murphy, Executive Director of the San Diego Mountain Biking Association."We are going to have human activity in the preserve. We'll have animal activity that will have to maneuver around it. It's a big concern," said Patel."It doesn't intrude into the preserve. The way it's designed protects against intrusion into preserve," said Dick.The developers point to natural barriers, including trees, and other project features aimed at reducing runoff and bird strikes. Opponents say those provisions don't go far enough.In the end, the commission unanimously voted to recommend the project with a modest reduction to the size. The proposed zoning change now moves on to the full council for a vote. Opponents say the size reduction is not adequate and say all options, including legal action, are on the table. 2524

"We made a calculated decision that we wanted to be more competitive in this market," said El Cajon Mayor Bill Wells.Wells said the city has taken three key steps to attract builders. In El Cajon, the city instead relies on its general fund, boosted by a half-cent sales tax that expires in 2029, an issue now being studied at City Hall. CHULA VISTA, Calif. (KGTV) - A report of two men going door to door in a Chula Vista neighborhood with a COVID-related offer is raising alarm bells. The knock at the door came just past 6:30 p.m. Friday. Two men, their masks pulled below their mouths, were standing outside Anna's home near Southwestern College."Can I help you?" she is heard asking in her Ring doorbell video.Anna's question gets an odd reply."We're looking for the queen of the castle," said the man at the door.Moments later, the man at the door makes his pitch."We're going door to door doing COVID testing. Have you been tested?" he asks.Anna, an ICU social worker, sensed something shady."I work at a hospital. No, no, no. Goodbye!" she exclaimed in the video.Just 10 minutes prior, the man who was standing back in the video, was at the home of neighbor Alice Segobia with a different offer."He asked about new metering that was coming. Asked if I was the homeowner. I lied to get him out of the house, said I didn't own my home," said Segobia.Segobia also abruptly said goodbye, so she never found out what he was after. But minutes later, the other man's COVID-19 test offer is one James Lee of the Identity Theft Resource Center is familiar with. He points to reports of door-to-door COVID testing scams a month ago, especially in the Midwest. Often, there is a promise of a test that never happens."What they're really after is personal information ... It ends up someone divulging credit or debit card information and nothing ever arrives," said Lee."To prey on people's fears at this time and to take advantage of them is a horrible thing to do," said Anna. YORK, S.C. – A South Carolina woman pleaded guilty to fatally poisoning her husband by putting eye drops into his water for days. The woman, Lana Sue Clayton, has been sentenced to 25 years in prison. News outlets report that the 53-year-old pleaded guilty Thursday to voluntary manslaughter and tampering with a food or drug. Clayton admitted to giving her husband drinks laced with Visine. She poisoned him with the eye drops for three days in July 2018 before the poison eventually caused his death. Clayton says her husband was abusive and she didn't mean to kill him, but prosecutors say she killed him for his money. 634
LA JOLLA, Calif. (KGTV) -- The work of Jonas Salk helped cure polio 63 years ago, when the polio vaccine was created. The vaccine changed countless lives, changing the nation. Salk's work pushed further though, helping to create the March of Dimes. An organization that continues to work with the Salk Insitute in La Jolla - so it's researchers can one day eradicate other diseases. 10News Anchor Steve Atkinson spoke with polio survivor Dennis Nutter about his experiences with the disease as a child in the 1940s. "I was five-years-old in 1948. I just remember being extremely tired. I couldn't get up and walk," Nutter said. "Finally, I was just bedridden. The town doctor just said, 'let's just take him to the hospital and with a spinal tap they said it was polio.'"Professor Martin Hetzer is the vice president and chief science officer of the Salk Institute. "The March of Dimes is called the March of Dimes because it was literally...many, very small contributions that allowed people like Jonas Salk to pursue their science," he said. "And in his case, it led to the eradication of and the elimination of polio."The discovery saved millions of lives. "There are so many things that they, children today, don't have to endure that my generation had to," Nutter said. "All the diseases, tetanus, typhoid, smallpox that's a big one, polio.
