SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837

As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

  

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer met with leaders from the Marine Corps on Thursday to officially strengthen their partnership. They signed a Memorandum of Understanding between their organizations to work together on "Smart City" technologies such as unmanned aircraft systems (UAS), smart streetlights, renewable energy, and the City's "Get it Done" app. Last year the City of San Diego was selected for a pilot program by the U.S. Department of Transportation to advance the testing of UAS, more commonly referred to as drones. They're already being used by police and fire in Chula Vista. "We will share our experiences, we'll share as we discover uses for data together, and share how advanced technology can benefit the people that we both serve," said Mayor Faulconer. SAN DIEGO (KGTV) -- San Diego Fire-Rescue responded after a man reportedly got his hand stuck in an industrial tortilla press Thursday night.According to the department, the incident happened just after 5:30 at Tortillera La Perla on the 3100 block of National Avenue in San Diego.The man has been carried out of the factory, but a piece of the equipment is reportedly still stuck to the man's hand. His condition is unclear at this time. Also unclear is how the man got his hand stuck in the press. 507
