SAN DIEGO (CNS) - Authorities Wednesday publicly identified a Chula Vista city employee found slain in his home near Mount Helix.Chula Vista police personnel conducting a welfare check at the request of a co-worker found the body of 38-year-old Kevin Powell in his residence in the 4400 block of Carmen Drive in Casa De Oro shortly after 1 p.m. Tuesday.Because the neighborhood is in an unincorporated area, the San Diego County Sheriff's Department was called in to take charge of the case, said sheriff's Lt. Thomas Seiver.Powell's death has been ruled a homicide, said Seiver, who declined to specify how the victim is believed to have died."The preliminary cause-of-death (finding) is being withheld for investigative reasons," Seiver said.Powell's work supervisor asked police to check on him after he missed several meetings, according to the sheriff's department. 878

SAN DIEGO (CNS) - A young man who was seen being repeatedly struck by San Diego police officers in a widely viewed social-media video was sentenced to four years and four months in prison Friday for resisting arrest and unrelated robbery and burglary cases.Trenelle D. Cannon, 20, pleaded guilty last month to charges stemming from a video clip showing a group of officers punching him during a struggle on a South Bay roadside in early May. The 12-second video sparked public debate, with critics saying the officers used excessive force in arresting Cannon. Cannon pleaded guilty to resisting arrest for the confrontation, as well as robbery in an unrelated San Diego case stemming from 2017, in which prosecutors said he stole a necklace valued at ,000 from someone, then fled from pursuing officers, leaving the chain behind.Cannon received a three-year prison term Friday for the robbery, as well as eight months for the resisting arrest case and another eight months for a South Bay burglary case.RELATED: Watch: San Diego Police respond to violent arrest videoSan Diego County Superior Court Judge Polly H. At that point, police said Cannon burst out of the vehicle and tackled the patrolman, prompting several other officers to pile onto Cannon as one of his companions videotaped the unfolding fracas from inside the car."Believing Cannon possibly had another weapon, responding officers used a combination of physical force and distraction strikes to take him into custody while continuously giving him orders to surrender,'' Nisleit said."Cannon refused to cooperate and struggled to keep his hands in front of his body. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. I urge my colleagues to join me on Tuesday in supporting this approach."Faulconer and Ward have been working with housing commission on transition plans for the individuals staying at the convention center. Earlier this month, the commission's board authorized SDHC to submit applications to the state for "Project Homekey" grant funds for two or more properties.Through the Homekey initiative, California has made 0 million in grant funds available statewide to purchase and rehabilitate hotels and convert them into interim or permanent housing."By converting hotels into hundreds of permanent homes, the city and county of San Diego have an opportunity to continue to lead the state in creating new solutions to reduce homelessness," Faulconer said. "It's critical that when we have keys in hand for these units, we also have the services in place to support them, and the county's vote Tuesday can ensure that happens."If the Board of Supervisors approves the .4 million, SDHC will be able to pair the services to clients placed at the new supportive housing units."(The) .4 million in behavioral health and care coordination services will give struggling San Diegans the security and peace of mind that a new home is a permanent home," Ward said. SAN DIEGO (CNS) - Four local restaurants and gyms are suing the state and county over its coronavirus restrictions as a shutdown of indoor operations takes effect for many county businesses.The lawsuit was filed Thursday in San Diego Superior Court on behalf of Cowboy Star Restaurant and Butcher Shop, Home & Away Encinitas, Fit Athletic Club and Bear Republic.The suit comes as San Diego County is slated to shut down indoor operations for nonessential businesses at midnight Saturday due to its recent entry into the most restrictive, purple tier of the state's coronavirus reopening plan.The businesses allege that San Diego's increased case numbers are not a result of exposures at restaurants, gyms and other types of businesses that will be impacted by the impending closures. The lawsuit cites recent figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of confirmed community outbreaks.San Diego County Public Health Officer Dr. Wilma Wooten recently submitted an adjudication request to the state seeking to have San Diego County remain in the red tier. The request was rejected by the state last week.``Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back forth of reopenings,'' Wooten's request states.The businesses allege in their complaint that they may be forced to shut down permanently if the shutdown is not averted.
