ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner. (KGTV) — As San Diego County rolls back again into the more-restrictive purple tier, the city of Escondido is coming together to make sure their small businesses survive the newest rollback.In Escondido, Carol Rogers is involved with the Downtown Business Association and the Chamber of Commerce, plus she also owns Stone and Glass, a glass blowing shop. She said everyone has been feeling the impact for the past eight months, but they’re finding ways to adapt.For her glass store, she said online sales have been what kept her afloat.RELATED: San Diego County moves into California's COVID-19 purple tier, new state data shows“Our online sales are phenomenal. It’s what’s kept us in business. It is the only thing that’s kept us in business,” said Rogers.She said she and the organizations she works with have created different plans to help all small businesses. During the summer, they closed down a lane of traffic along the main street and added cement barricades, creating a space for stores to add tables to the sidewalks. Some types of businesses were able to use the space, but others were not.“What we found is the restaurants did it. I works for the restaurants, but retail is not using the space,” she said, discussing the outdoor sidewalk addition.In the spirit of unity, they decided to not waste the outdoor space, so Rogers created an art walk that happened Saturday, Nov. 14. Artists and creators were able to move into unused street space and host pop-up shops, giving them business that has been missing since their local Second Saturday stopped in March.In addition to the stores moving outside and artists popping up for a Saturday afternoon, the community has also stepped up to add life to the cement barricades that block off the outdoor sidewalk space. Starting in the summer, a few cement blocks were painted by artists, and that has continued. Now, Grand Avenue is lined with multi-colored pieces of art.“There’s been professional artists, there’s been people that just want to paint, there’s children,” said artist Tristan Pittard, who was working on his cement canvas Saturday.Pittard said the art is an additional motivator for people to visit the area and support local businesses.“Art in general affects peoples psyche and public art is important for that because people might not be exposed to art otherwise,” said Pittard.For Rogers, the combination of the art walk with the painted cement shows the unity of the people, and gives her hope that Escondido will survive another rollback. She said she hopes the art walk will become a monthly event.“The more that we can do this, we believe the more people will come. This makes people comfortable. We’re outside. We’re far apart. (KGTV) - Students in the San Dieguito Union High School District won't be returning to campus in January.Monday morning, the school board voted to confirm that it will not continue with its reopening plan that would have brought students back on campus one day a week beginning on January 4th, with the option of returning five days a week on the 27th.The move comes after the union representing the teachers filed a lawsuit last week to block the return.Jason Barry's daughter is in 7th at Earl Warren Middle School. She was looking forward to returning to class."Here we are again, kicking the can down the road. I hope this isn't a pattern that is going to continue," said Barry.Barry broke the news to his daughter Monday after the board vote. "She's gone from, as this whole thing has gone on, she's gone from tears to frustration to just quiet," said Barry.Newly elected Trustee Michael Allman was the only board member to vote against ratifying the settlement reached last week with the union."We offer all this accommodation so that these essential workers, who are guaranteed the highest paid in the county can teach our kids, and they say thank you by filing a lawsuit , and then they offer to settle as they hold the kids as bargaining chips and I just don't want to reward that behavior," said Allman during the meeting which was held via Zoom.The California Teachers Association filed a legal petition on behalf of the San Dieguito Faculty Association. The union said the district's reopening plan violated the state's public health rules concerning the pandemic.Under the state's health mandate, schools that were already open for in-person instruction were allowed to remain open. The legal petition challenged the district's definition of "open," alleging that none of the schools was open for regular instruction; instead, they were open for small cohorts.The union also estimated up to 20% of teachers would not return in January either for health concerns or childcare issues.Barry and other parents are starting a grassroots effort to make it easier for people to become substitutes. Many parents say they are willing to step in to help fill the void. The district has said there is a shortage of subs."Whatever I need to do, to get this across the line if I need to be a substitute teacher, be one body that can help, I'm going to do that," said Barry.Barry said he worries about the impact of remote learning on his daughter's development."This whole situation is causing a stunting to, I would say, an entire generation of kids who should be engaging, learning, growing, expanding their boundaries, and now they are stuck at home not testing themselves with their peers. ENCINITAS, Calif. (KGTV) -- The San Dieguito Union High School District is investigating following several acts of vandalism at San Dieguito Academy over the last few weeks. According to the district, the vandalism included “foul and homophobic language, and disturbing anti-Semitic imagery.” The images were drawn and taped to bathroom walls, the district says. “These images have also been shared by some through text and social media,” the district said in a letter. ESCONDIDO, Calif. (KGTV) — An Escondido home that was engulfed in flames early Friday reignited for a second time later the same day.The home in the 800 block of Via Rancho Parkway first ignited just before 2:40 a.m., according to Escondido Fire Department. Fire investigators believe that the fire started in the home's garage and spread to the attic.One adult, three children, and five pets were inside the home when the fire began. The pets woke up one of the children, prompting the family to escape the home.One of the pets, a cat, died in the fire, according to Escondido Fire. The American Red Cross helped the family find lodging after being displaced.Later Friday, just before 6 p.m., the home re-ignited, prompting another round of firefighting.The cause of both fires has not been identified. 811
