When asked about the roller coaster of opening and closing, he said his restaurants will make it, but knows it’s hard on others.“On one hand it would be nice to not be wondering when the next step back is going to come but on the other hand, I can see how some of our fellow restaurants do benefit, even if it’s briefly, from being able to open up their indoors,” he said.Jessica Huynh at Bella Paris Nails in Little Italy knows the benefits of being able to open indoors. Her nail salon does not have the space to open outside, so they stayed closed the whole pandemic. After almost six months of no business, they finally reopened when indoor services were allowed in September. Now, less than three weeks later, they’re faced with the possibility of only outdoor services again, which for them means another closure.“I don’t know if we can work outside, so maybe we close again,” said Huynh. 2070

SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. SAN DIEGO (KGTV) -- With distance learning and the fall semester approaching, college students are struggling with what to do about apartments they are no longer moving into.Nicole Ah Mow lives on the Big Island in Hawaii. Ah Mow was excited to help her daughter move to San Diego, as she prepared to attend San Diego State University as a third- year transfer.“We heard that a lot of these apartments get filled up pretty quickly, so we wanted to get in on it quite early,” Ah Mow said.They found 5025 Apartments near the campus and signed a lease to move in later this month. As the pandemic got worse and universities started weighing between in-person or virtual learning, Ah Mow asked the complex if there was any flexibility.“Basically [they] just said at this time, there's no other option,” Ah Mow said.“Everyone is very stressed out,” said Erin Rounds, managing attorney with the Tenants Legal Center.She said they have been flooded with calls since the pandemic began.“Tenants do still have rights and they have enhanced rights right now,” Rounds said. “Landlords need to be understanding and sympathetic and follow the law.”She said its critical families go over their contract. Rounds said there are limited circumstances where you can break a lease. “The sooner you let them know, the better that situation's going to be,” Rounds said.She advised anyone looking to break a lease to contact an attorney.In Ah Mow’s situation, emails from the assistant community manager in early July said they are "unable to terminate [her] lease."In late July, the apartment complex managers gave her three options: move in and pay the rent, allow the complex to find someone to take over her daughter’s spot and pay the fees, or Ah Mow needed to find someone herself and pay a 0 reassignment fee.“I’m stuck between a rock and a hard place,” she said.Not knowing the area, she opted for 5025 Apartments to find someone. However, she told Team 10 she had to pay close to ,000 upfront including more than ,500 in rent difference.She understood some of the fees, but for her “to pay the difference, I think that’s really harsh on their side.”Team 10 called and sent several emails to 5025 Apartment managers.
