(KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. VISTA, Calif. (KGTV) -- The San Diego County Sheriff’s Department Sunday arrested four teenagers accused of stabbing a 45-year-old Oceanside man to death in Vista. According to the department, the teenagers, all between the ages of 15 and 16, reportedly attacked 45-year-old Joshua Virginia at the intersection of West Vista Way and Valencia Drive around 10 p.m. Saturday. Witnesses told deputies Virginia was able to crawl from the street to the sidewalk before collapsing. VISTA (CNS) - A man and woman were being sought Sunday after the man allegedly rammed and disabled a sheriff's deputy's patrol car while fleeing the scene of a theft at a 7-Eleven store.The theft happened at 2:10 p.m. and someone at the store began following the suspect who was driving a stolen car, according to Lt. William Amavisca of the sheriff's department.Deputies were notified of the theft and caught up to the suspect, who then rammed a deputy's vehicle on East Vista Way, Amavisca said. The deputy's vehicle was disabled. No injuries were reported.The suspect fled the scene and deputies later found the car abandoned and disabled, the lieutenant said. The driver and his female passenger apparently fled the scene on foot.A deputy recognized the man as having a felony arrest warrant, Amavisca said. 819

VISTA, Calif. (KGTV) - A backyard workshop in Vista caught fire Sunday afternoon, according to Vista Fire officials. Neighbors said they saw thick black smoke towering into the sky and heard almost a dozen explosions.Neighbor John Ploetz said it sounded, "like a bomb, people up the street heard it.""It takes a minute you know, your brain goes oh it's probably fine, or he's welding you know and then I see there's flames, and no firemen here, and the fence is on fire, I better call 9-1-1," Ploetz said he grabbed his garden hose and worked to contain the fire. He wet down nearby foliage and put out small spot fires on the outside of the fence.Fire officials said the fire started around 12:32 p.m. and arrived at the home in the 1000 block of Ora Avo Drive in minutes. Ploetz said what he did was something anyone would do and he was concerned the fire would spread to other homes nearby. He was shocked when a pine tree burned up in seconds, "it just whoosh! Went up like a torch, it was loud, that was before the firemen got here."The workshop contained propane tanks, and tools for metal art that the homeowner creates as a hobby. The family was at church when the fire started and were thankful no one was hurt. Among the valuables they lost were three boats and a motor home.Firefighters are still investigating the cause. 1340

Visitors to the Bahamas will no longer have to quarantine for 14 days after the island updated its coronavirus rules over the weekend.On Sunday, the island stated in a press release that anyone who visits must test negative for COVID-19 five days before arriving on the island, apply for a health travel visa, complete a daily questionnaire, and take a rapid antigen test the fifth day of your stay.The antigen test is not required if you are leaving on the fifth day.And you're required to wear a mask and social distance in public places.Beginning Nov. 14, visitors must opt into COVID-19 health insurance when applying for the health travel visas."The cost of the required COVID Health Insurance is included in the Bahamas Health Visa and paid in advance of travel," island officials stated on its FAQ.The island said anyone who presents a test older than five days would not be allowed entry.Prior to the rules change on Sunday, visitors had to quarantine for 14 days upon their arrival as part of its vacation-in-place. 1032
