SAN DIEGO (KGTV) -- A man suffered serious injuries after a scooter crash on the Mission Beach boardwalk late Tuesday afternoon. According to police, the crash happened around 4:30 p.m. near Ocean Front Walk and San Luis Obispo Place. Authorities say a 55-year-old man on a bicycle and a 27-year-old man on a scooter collided on the boardwalk."His bike was upside and he was just laying there," said Nicole Ryujin, who saw the aftermath. "He wasn’t moving and at first I was like, 'is this guy okay?'" Police say the 55-year-old was taken to the hospital with serious injuries, but not life threatening. According to police, the 27-year-old didn't suffer any injuries. Investigators say the scooter rider was headed north on the boardwalk, and the biker was headed south, when they collided. At this time, it's unclear exactly what led to the crash. Traffic investigators questioned the scooter rider on scene. Investigators say there is no criminal investigation at this time. 987

SAN DIEGO (KGTV) -- A new program at three San Diego-area community colleges is hoping to bridge the gap between minority students and their teachers.The Deber Program at Mesa, Southwestern, and City colleges hopes to encourage more bilingual people to become teachers."We don't have enough people of color in the classrooms," said Laurie Lorence, Teacher Education Director at Mesa College.The program will help recruit bilingual college students who want to become teachers. It will assist them throughout their college careers with applications, transfers, testing, and mentoring."We're hoping a lot of students want to give back to their community and reach down to give them a hand up," said Lorence.Right now, there's a wide disparity between the number of minority teachers and students of color in San Diego.According to the San Diego County Office of Education, 69% of students in local schools are students of color. But only 26.3% of teachers identify themselves as teachers of color. Bridging that gap can help minority students succeed."A student can look up at the teacher and say, 'Wow, if that person's done it, maybe I can too,'" said Lorence.For Karina Vidro, one of the students already in the Deber Program, the help it provides is vital."I know where I want to be, but I don't know all the details in between," she said. "So knowing that someone is going to be there to support me in that direction is fantastic."The Deber Program is funded through a five-year grant from San Diego State University. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. SAN DIEGO (KGTV) - A San Diego man claimed four off-duty San Diego Police officers beat up him outside of a local bar.“I have a laceration on the back of my head, three staples, a lot of bruises a lot of cuts on the face,” said Jonathan Felix.Standing in his attorney’s office, Jonathan Felix described a November night he’ll never forget."All I remember is waking up in my own pool of blood a few times,” Felix told 10News.Felix said that after working a shift at a restaurant in the Gaslamp Quarter, he stopped by a Mission Valley bar for a drink.He said he lives nearby and uses its parking lot because parking in the area is scarce.According to Felix, before he headed home for the night, he saw four men standing near his car. He said he didn’t know them, but wanted to make sure the valuables he had in his vehicle were safe.He said after a few interactions with the guys, they didn't leave and appeared to be intoxicated.He claimed the men never identified themselves as San Diego Police officers."I felt threatened for my life,” Felix said.Felix's attorney said at some point, Jonathan Felix pulled a gun and held it at his side. The officers surrounded him, and the situation escalated.The San Diego Police department saw it differently, calling the off-duty officers victims of assault with a deadly weapon.
