SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

SAN DIEGO (KGTV) - With the March 2020 Presidential Primary approaching, the San Diego Registrar of Voters is urging everyone to make sure they are registered properly."This one election is the most complex elections for administrators like ourselves and voters that are out there," says Registrar Michael Vu.With six political parties holding presidential primaries, plus the dozens of overlapping state and local district elections, Vu expects to create more than 12,000 unique versions of the ballot. Rules on who can vote in each party make it even more complicated.In December, Vu's office sent out more than 500,000 mailers to voters to make sure they know the options.Anyone registered with a specific party will only be allowed to vote in that party's primary. Republicans will vote for the Republican candidates, Democrats for Democrats and so on.But, right now more then 30 percent of registered voters in San Diego are listed as "No-Party Preference."For those people, they can choose to vote in the primary for American Independent, Democrat, or Libertarian parties. They cannot vote in the Republican, Green, or Peace and Freedom parties."It makes it a little more confusing," says Vu. "Something that voters need to know what political party status they are in. And if it’s different from the presidential candidates they want to vote for, they need to register or re-register now."To help voters navigate their options, the Registrar has set up a website where people can get all the information they need.The deadline to choose a party, or to choose which primary you want to vote in, is January 6."If you’re a non-partisan voter, now is the time to act," says Vu. SAN DIEGO (KGTV) -- While face masks are required for everyone at San Diego International Airport, Southwest Airlines is taking it a step further.The airline said they are now requiring all passengers to don a face mask for the safety of crew members and other travelers.Southwest’s policy, which took effect Monday, has one exception -- children under the age of 2 will not have to wear a face covering.In a statement, Southwest said, in part: “If a customer is unable to wear a face covering or mask for any reason, Southwest regrets that will be unable to transport the individual. In those cases, Southwest hopes the customer will allow them to welcome them onboard in the future, if public health guidance, or other safety related circumstances regarding face coverings changes.”Before this, Southwest had already stepped up the cleaning and disinfecting of their planes. The airline is also booking a limited number of people on board.They’re also using HEPA air filters to circulate air through the cabin on every flight. Southwest said these specialized air filters are similar to the technology found in hospitals.On Wednesday, American Airlines will join Southwest and implement the same face covering requirement. 1232
