SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. The proposed demolition, however, required an environmental impact report.RELATED: San Diego approves replacement for dilapidated California Theatre?The legal challenge to the approval, filed by the Save Our Heritage Organization, said the city failed to adequately address the ability to adapt and reuse the California Theatre.The court granted SOHO’s legal petition because the review failed to comply with the California Environmental Quality Act.The demolition approved by the city would have allowed a 40-story skyscraper to be built that would have included 282 residential units."The California Theatre is an outstanding historic building that has been standing for almost 100 years, it presents many opportunities for successful adaptive reuse to revitalize the C Street corridor. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. We are grateful for the Court's comprehensive enforcement of environmental law and look forward to review of an alternative in an EIR that will allow this historic building to survive as part of a successful new project. SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

  

SAN DIEGO (KGTV) - A Mesa College professor has pulled thousands of World War II-era letters out of the archives at San Diego State University and written a new book highlighting the Aztecs' contributions to the war effort."No Forgotten Fronts" tells the story of Dr. Loren Post, a professor at SDSU during the war. He asked students to write him letters so he could keep in touch. He then took their letters and created "The Aztec News Letter" so students and families could keep in touch with each other during the war."The letters are very compelling," said Lisa Shapiro, who wrote the book. "They're inspirational and emotional."As a professor at Mesa College, Shapiro wanted a way to understand what some of her Veteran students had gone through. She heard about the letters and started reading them."Once I started, I couldn't stop," she said. "Little by little, what happens is you start to find the stories."Shapiro decided to turn those stories into a book, so more people could learn about the contributions SDSU students made during the war."That was the promise that Dr. Post made," she said. "No one would ever be forgotten."Shapiro said the newsletters that Dr. Post wrote became must-reads around campus. Over time they evolved from simple type-written pages to full-fledged publications."He didn't sugar-coat things," said Shapiro, noting that the newsletters had information about who had died, went missing or been injured. But they also had good news from campus to keep the soldiers connected to their home."By taking their words and sending them back out and showing them they weren't forgotten, this one professor made such an incredible difference in the lives of his students."Shapiro also noted that, through the letters, you get an excellent history of the entire war."You have eyewitness accounts of battles, this is what it feels like to jump out of an airplane. And you have these very touching, moving letters where people talk about grief."The book, "No Forgotten Fronts," is published by the Naval Institute Press and is available online and in stores around San Diego. SAN DIEGO (KGTV) - A local college professor says her a electric scooter ride ended painfully after the scooter turned off in the middle of the ride.Jenny Mahoney, a professor of biology and kinesiology at Point Loma Nazarene University, was with three friends on scooters in December, headed to December Nights in Balboa Park. She says her friends were on Bird scooters, while she was on a Lime scooter with plenty of charge. The ride came to an end two minutes along Harbor Drive near the airport."I was in the bike lane and went from full speed to a dead stop," said Mahoney.She says the screen went blank as the scooter shut down. She remembers her body slamming into the handlebars and was then thrown off the scooter."A lot of pain. I wasn't able to breathe. Got the wind knocked out of me," said Mahoney.Mahoney says one of her friends crashed into her. He got up and carried her out of the bike lane. She suffered a broken bone in her hand, and a sprained wrist and ankle."You assume when you're on these scooters and following all the safety rules rules, you're going to get to your destination safely, but that didn't happen," said Mahoney.The question now: Has it happened before? Mahoney filed a claim with Lime before hiring attorney Evan Walker. Walker tells 10News he just got another call from a Seattle tourist whose wife remains hospitalized in San Diego from a similar incident with a Lime scooter."My understanding is that there have been numerous complaints of a similar nature made about these devices and that Lime is well aware of these complaints," said Walker.In late February, Lime issued a warning to riders of a technical bug that caused sudden excessive braking, usually downhill. Lime says in those cases, the scooter didn't shut off. While Mahoney doesn't know if those cases are related, she doesn't believe her incident is the only one. "I want them to take responsibilities for these injuries that are occurring ... and I want people to be aware, it's not as safe as they think it is," said Mahoney.A Lime spokesperson declined to talk about Mahoney's incident but issued the following statement: “Our entire global fleet has now been fully updated with the final firmware fix that appears to have eliminated occurrences of excessive braking, and we continue to closely monitor the issue to ensure it is categorically resolved.” 2375
