(KGTV) -- Some neighbors in Poway are demanding answers after they say a huge wall showed up on a hillside over their homes, seemingly overnight and without notice."It definitely kills our view," said Aaron Jewell, who has lived in the neighborhood for nearly 40 years. "It's an eyesore.""It looks a prison!" added Jeff Tarzia, another neighbor.The pre-fabricated "tilt-up" walls were erected last week, part of a 531,000 square-foot warehouse and distribution center slated to open next year, according to interviews with the city and the developer.The facility, named Vantage Point, will be the latest addition to the Poway Business Park along Scripps Poway Parkway. The business park already features more than 500 businesses and 18,000 employees.After the wall appeared last week, several neighbors complained on the social media app NextDoor that they had no idea the project was coming.Video from the Poway City Council shows the item was discussed November 7 for 14 minutes. Only one public speaker commented on the proposal: a commercial real estate broker who supported the project.According to the agenda documents, the city notified property owners within 500 feet of the upcoming council meeting, but aerial photographs show the only buildings nearby are in the business park. The concerned neighbors live in homes in a canyon several thousand feet north of the project, separated by open space.The city also filed a notice in the local newspaper about the upcoming hearing, said Poway Community Outreach Coordinator Rene Carmichael.City staff noted the land had been part of the Poway Business Park development plan since 1985. It was graded in the early 2000s but otherwise sat vacant because the owners of the property had trouble generating interest.After the city agreed to change the zoning classification in November to allow for a distribution and warehouse facility, Ryan Companies acquired the property in January. The Minneapolis-based commercial real estate company broke ground on the project in April, said company spokeswoman Kathy Jalivay.The company has not yet found a tenant to fill the building, which is slated to open in June 2020.The developer will add trees along the north side of the building to held screen it from view, Carmichael said. 2298

(KGTV) - A rash of water balloons turned ‘missiles’ have shaken up drivers on roadways near Highway 67 in Poway.Ron Woodard was heading home from work on Poway Road around 9 p.m. Tuesday. He was going about the speed limit - 55 miles per hour - when he saw the headlights of an oncoming vehicle as it drove past him."All of a sudden my windshield explodes. Glass is flying. Glass flies in my face. Luckily, I had my glasses on," said Woodard.Woodard, a trucker by trade, maintained control. He was only feet from a cliff."It shocked me, like being slapped in the face," said Woodard.He pulled over when he could safely do so, and checked out the damage."The water was dripping down the middle of the glass," said Woodard.Water, as in a water balloon. "When I saw this my anger just went out the roof. I could have lost control. I could have rolled my car," said Woodard.Woodard's wife posted details on Facebook, leading to reports of four other similar incidents in the Poway and Ramona area in the past few weeks, including two others that same night."One lady said it was a truck, and it was a water balloon," said Woodard.Another driver discovered ice chunks after he was hit, apparently from a frozen water balloon. Portland reached levels considered “off the chart” over the weekend.The Environmental Protection Agency, the Centers for Disease Control and Prevention, the National Oceanic and Atmospheric Administration and other national and local agencies partner together on reporting air quality using the official Air Quality Index.The index is color-coded and goes from 0 to 500. The higher the number, the greater the level of air pollution and the greater the health concern. On the low end, 0-50 is considered “good” air quality, or green, and 301-500 is considered “hazardous” and is maroon colored.Air quality was measured at above 500 in and around Portland, Oregon on Sunday. While air conditions have improved, they are still listed as the worst air quality in the world, with Seattle as number 2, and San Francisco and Los Angeles in the top six. Areas in Central California are also reporting high air quality levels because of nearby wildfires.There are more than 100 wildfires burning in Washington, Oregon, Colorado and California. They have killed more than 30 people, and forced hundreds of thousands to evacuate with little notice.However, the smoke in the air is unavoidable for the millions living in these three states. PORTLAND, Ore. (AP) — A top official says federal militarized officers will remain in Portland, Oregon, until attacks on the U.S. courthouse cease. The mayors of six U.S. cities are appealing to Congress to make it illegal for the U.S. government to deploy militarized agents to cities that don’t want them. The mayors of Portland, Seattle, Chicago, Kansas City, Albuquerque, New Mexico, and Washington wrote to leaders of the U.S. House and Senate pushing for limits on agent deployments. Early Monday, U.S. agents repeatedly fired what appeared to be tear gas, flash bangs and pepper balls at protesters.Portland Police also reported that Molotov cocktails and firearms have been confiscated near the courthouse. (KGTV) — Poway officials unanimously approved the use of outdoor space for fitness classes and religious services, after the state banned indoor activities at gyms and placed of worship this week.Wednesday, Poway City Council leaders voted to allow Poway park space to be reserved for fitness- or religious-related activities as part of the city's Sharing Outdoor Spaces, or "SOS," initiative. "Last week we offered restaurants a lifeline through the simple act of loaning picnic tables and the outpouring of support in Poway was overwhelming.
