BEIJING, Feb. 1 (Xinhua) -- Chinese central and local governments have poured money into the building of a national cultural information and resources sharing network, deemed as the base for the country's public cultural service system, the Ministry of Culture said Monday.The central government has planned to invest 2.476 billion yuan (362.6 million U.S. dollars) in the project during the country's 11th five-year (2006-2010) plan, among which 2.07 billion yuan (303 million U.S. dollars) has been allocated so far, according to the ministry.The total investment from local governments has reached 2.7 billion yuan (395 million U.S. dollars). One national service center has been established, along with 33 provincial-level centers and nearly 3,000 county-level branch centers, according to the ministry.Initiated in 2002, the project was committed to digitizing domestic cultural resources and sharing them nationwide via Internet, satellite transmission and discs.Vice Minister of Culture Zhou Heping said Monday that the project has made new progress as local governments kept innovating in ways of transmission.The project has extended to a population of 50 million people, according to Zhou.The ministry on Monday also launched a promotion scheme of county-level digital libraries, aiming at transmitting resources from the National Digital Library to nationwide county-level libraries via the cultural information and resources sharing network.The plan would be implemented in 320 counties ahead of the two-week-away Spring Festival, while by the end of this year, a total of 2,940 counties across the country would have libraries with digital library services, the ministry said.

BEIJING, Feb. 18 (Xinhua) -- Senior Chinese leader Zhou Yongkang has encouraged students from Xinjiang who are attending school in southern Guangdong Province to study hard and become qualified builders of the country.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China(CPC) Central Committee, made the remarks when replying to a letter written by the 12th graders of Guangdong Guangya High School on Sunday, or the first day of the Chinese Lunar New Year.Zhou visited the time-honored school in Guangzhou, capital of the southern province, last September and talked with the students from northwestern Xinjiang Uygur Autonomous Region. PARIS, March 8 (Xinhua) -- Nuclear power should be developed with due regulations and in an orderly way thanks to its strict requirement for human resources, technology, security and quality, a Chinese official said Monday here at the international conference on civilian use of nuclear energy.Nuclear power, a clean, safe and economic energy, "plays an important role in energy conservation, environment protection and the strive to cope with climate change," Deputy Director of China' s National Energy Administration Wu Yin said, adding it has became "a major choice to develop economy and optimize energy structure" for many developing countries.Speaking to representatives from about 60 countries at the headquarters of the Organization of Economic Cooperation and Development, Wu said that changing the mode of energy development, optimizing the energy mix and reducing carbon emission is now a shared aspiration of the world.According to him, China has accelerated the construction of nuclear power stations in recent years. Besides 11 nuclear power units that are already in operation, there are 21 many units under construction with a combined installed capacity of 23 gigawatts.Taking the nuclear security as the top priority, Wu presented some suggestions addressing the increasing global demand of nuclear access."The security of nuclear energy is beyond borders, we should strive to shape a culture on safe use of nuclear power. BEIJING, March 5 (Xinhua) -- China's Ministry of Commerce spokesman Yao Jian said Friday the U.S. decision to impose preliminary duties on Chinese potassium phosphate salts and coated paper was unfair and discriminatory.Yao said "frequent" countervailing probes by the U.S. into Chinese products have "unfairly restricted normal exports," adding the fresh anti-dumping measures came only two years after the U.S. ruled China's coated paper exports did not harm the domestic industry in November 2007.The two products will face 109 percent and up to 13 percent duties, respectively, according to a U.S. Commerce Department statement Tuesday.Yao said the fundamental reason behind the difficulties in the U.S. coated paper industry was due to weak demand caused by the financial crisis. He said passing the problem on to Chinese manufacturers was unacceptable.He said China firmly opposes abuse of trade protectionist measures by the U.S. and would negotiate with the U.S. over the unfair move to protect the interests of Chinese companies.
