We spoke to an expert in policing who says it’s about separating those hiding in the crowd to incite violence and protecting demonstrators trying to have their voices heard.“It doesn't necessarily give power. It gives them the ability to contain better whatever it is that they need to contain,” said Dr. Maria Haberfeld, a professor of law, police science and criminal justice at John Jay College. “Whether it's rioting, whether it's looting, whether it's unlawful gathering of people.”Haberfeld says curfews have a history of controversy. They were used during the Jim Crow era against African Americans and against Japanese populations during World War II.Now, they're normally used for juveniles or during natural disasters like hurricanes. Haberfeld calls that the good use of curfews to protect the general population.Still, the ACLU has criticized curfews as unfair and unconstitutional, saying it gives police too much discretion over who to arrest. Haberfeld doesn't see it that way.“When a city's under siege, when a city's in danger of being burned and destroyed, that has nothing to do with unconstitutional,” said Haberfeld. “That has everything to do actually with serving and protecting people who live in the city.”Haberfeld says it's important to note that curfews are instituted by mayors or local governments, not by police chiefs or commissioners. She says police departments cannot and do not want to arrest everyone. 1660

From San Fran to Cleveland, a California couple never dreamed their Labor Day Weekend visit back home would include actual labor.Alex and Christian Skoch grew up in Cleveland and now call the San Francisco Bay area home. They flew back for a family wedding and tacked on a baby shower as well to celebrate the upcoming birth of their first child. But the baby shower turned into a birthday celebration. Mariella was born 11 weeks early. At 29 weeks, she weighed barely three pounds. She needed help breathing for a bit, but grew stronger by the day, and was discharged after 47 days in the NICU at Cleveland Clinic's Fairview Hospital. “She’ll be three months next week,” said Christian Skoch.Mom and dad said baby girl is doing great.“She's perfectly healthy," Alex Skoch said.We decided it would be best for the baby if we talked with the Skoch family over Facetime since it's cold and flu season. Alex Skoch said she was perfectly healthy throughout her pregnancy; no red flags and she had no idea she was in labor. She said she woke up that morning with some spotting and light cramps. She called her doctor in California who told her it was probably nothing serious, but best to go get checked out."When I showed up at Fairview the laborists said that I was seven centimeters dilated," explained Alex Skoch.She had a cesarean two hours later.“We don't have a great understanding about why all babies are born prematurely,” said Dr. Allison Peluso, Mariella’s neonatologist at Cleveland Clinic.Doctor Peluso said there are known risk factors, but more research is needed. Last year, one in every 10 U.S. babies was born early. It is a troubling rate that's risen for the past four years. It is especially high among African American women; about 50% higher than the preterm birth rate among white women."If you think something feels wrong, or you need extra help, please call your provider," advised Dr. Peluso. Alex Skoch is grateful she did. Hurricane Dorian devastated the Bahamas, when it made landfall as a Category 5 storm this week. Sarah Ann Showell, whose family owns a resort on the island, has now seen the catastrophic damage for herself. “They don’t look anything [like] they’re supposed to,” she says. “Entire buildings are flattened, trees are all snapped like toothpicks, there’s no greenery left.”She flew over Green Turtle Cay, a Bahamian island hit by hurricane Dorian, to see what the storm had done. "It’s actually hard to figure out what you’re looking at, and these are places that you know very well," Showell says.Showell needed to see what the storm did to her family's resort, Green Turtle Club, the largest employer on the island with about 50 employees. While the storm left its mark, she says everyone she knows who stayed on this island for Dorian is safe. Her marina's docks are still standing, but some of the club’s buildings and many other of the island's structures are destroyed.“From the air, it’s pretty crazy to see because it’s really hard to recognize places that you’ve been going your whole life," she says.She is now leading an effort to get help to the people of the Bahamas.
