SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016

SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out. SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. Construction is set to begin June 2020 and finish by June 2022. 1116
