SAN DIEGO (KGTV) - One driver was arrested after video of a road rage incident in Oceanside made its way into CHP's hands.Two drivers, one in a gray Ford Explorer and the other in a gray BMW convertible, were involved in the February 15 incident on eastbound State Route 78 in Oceanside, according to California Highway Patrol officers.Officers responded to a report of a non-injury, hit-and-run collision just before 4:30 p.m. near the College Blvd. exit. Officers arrived and found the Explorer on its side on the center median while the BMW reportedly fled.RELATED: Road Rage Crisis: Violence on the RiseWhile investigating, officers were made aware of a video recorded by a witness.The video showed the driver of the BMW, identified as 33-year-old Kevin McCall, left his vehicle to berate the driver of the Explorer, identified as 23-year-old Andrew Branch, who was still inside his vehicle, according to CHP.Officers said McCall spit at Branch before returning to his BMW. Branch is then seen driving into the center median and accelerating into the BMW, narrowly missing McCall.Sideswiping the BMW caused the Explorer to overturn onto its side. McCall then drove away, officers said."It was pretty shocking. It was pretty shocking," said CHP Officer Mark Latulippe. SAN DIEGO (KGTV) -- More than 20 people were arrested in San Diego as part of a statewide sanctuary enforcement operation carried out by Immigration and Customs Enforcement agents.ICE officials said the arrests were made between Sept. 28 and Oct. 2, with the focus on “criminal aliens and individuals who have violated U.S. immigration laws.”According to officials, arrests were made in San Diego, Encinitas, Vista, Lakeside, National City, Poway, Fallbrook, Spring Valley, Escondido, Oceanside, and San Marcos.In a news release, ICE officials said:“Of those arrested, 10 were the direct result of sanctuary state laws that force local law enforcement not to honored a lawfully issued immigration detainer. Two arrests were the direct result of the law enforcement agency releasing the individuals prior to ICE being able to place an immigration detainer on their case.Of those arrested, over 80 percent had prior criminal convictions and/or pending criminal charges. Of those, the criminal offenses included Lewd and Lascivious Acts with a minor under 14 with Force, Domestic Violence, Assault, Possession of Control Substance for Sale, Possession of Control Substance, Vehicle Theft, Burglary, and Driving Under the Influence of Alcohol.One individual who was arrested during the operation will face federal criminal prosecution for having illegally re-entered the U.S. after their removal. Those who were primary targets of this operation have final orders of removal issued by a federal immigration judge. Their due process was completed, and they will be removed from the United States. The individuals who were arrested and require adjudication from an immigration judge will be placed in detention pending the outcome of their removal proceedings.”Gregory Archambeault, Field Office Director for ICE Enforcement and Removal Operations in San Diego, said, “The State of California has chosen to prohibit local law enforcement agencies from cooperating with ICE to protect public safety. SAN DIEGO (KGTV) - Planned Parenthood officials say a recent act of vandalism at their Pacific Beach location will not "stop us from serving our patients."Red paint appeared to be thrown across the location's sign and windows on Mission Bay Drive sometime between late Sunday afternoon and Monday. A photo of crews cleaning the site was captured by a Reddit user and posted online here.In a statement to 10News, Planned Parenthood said the vandalism would not affect operations:"While we are disappointed by the recent vandalism to our health center, no attempt at intimidation will stop us from serving our patients. We've been a part of the fabric of this community for 55 years, and we'll be here for many more to come. Our patients can count on our doors to stay open, no matter what." 812

SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875
