SAN DIEGO (KGTV) — City Council leaders Wednesday approved a plan for an emergency moratorium on evictions during the coronavirus pandemic.The emergency law halts evictions within the City of San Diego until May 31, 2020, but tenants must show a substantial decrease in income or medical expenses caused by COVID-19 in order to qualify.RELATED: White House, Congress agree on trillion virus rescue billIf a tenant is not able to demonstrate they've been financially hit by COVID-19 within a specified time frame, a landlord can pursue an eviction. SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. Three inmates were in fair condition and the fifth was treated and returned to prison, CDCR said.No prison staff members were injured.The facility canceled visitation for Facility A Saturday and Sunday in light of the riot. 1175

  

SAN DIEGO (KGTV) — City Councilman Scott Sherman is throwing his hat in San Diego's race for the next mayor.Sherman (District 7) pulled candidate intention papers this week, signaling his impending run in 2020, according to documents.Sherman becomes one of the only GOP candidates in the race to replace Mayor Kevin Faulconer, who's also a Republican. Bay Park resident Richard Hansen, a former Democrat who left the party in 2016, entered the race in September as a Republican.In 2020, both Faulconer and Sherman will term out of their respective positions.RELATED: Poll: Gloria pulls early lead in San Diego mayoral raceSan Diego's top Democratic mayoral candidates square off in debateThe Republican councilman will enter the race against several Democratic candidates, including councilwoman Barbara Bry, Assemblyman Todd Gloria, and community activist Tasha Williamson. That poll was also based on whether these three names were the only ones on the ballot.Candidates have until Dec. 5 to file their nomination papers with the city. SAN DIEGO (KGTV) — As the unofficial start of summer came and went, one thing that many San Diegans were without was the use of community pools.Reopening community and apartment pools is listed in San Diego County's pilot program to phase into California's Stage 3 of reopening early.The county has submitted a letter petitioning the state to be allowed to enter the pilot program, but has yet to hear back.RELATED: Is it safe to swim in pools this summer amid COVID-19? CDC offers guidanceWhile Memorial Day weekend say many Americans looking to cool off, the Centers of Disease Control and Prevention offered new guidance on community pools. The agency says currently, "there is no evidence that the virus that causes COVID-19 can be spread to people through the water in pools, hot tubs, spas, or water play areas. Proper operation and maintenance (including disinfection with chlorine and bromine) of these facilities should inactivate the virus in the water."But for San Diego County, health officials are leaning on the state for the go ahead on pools. Sarah Sweeney, communications officer with the county's Health & Human Services Agency, says the risks go beyond pool chemicals.RELATED: Gov. It’s the gathering of individuals across different households for extended periods," says Sweeney.The county's public health orders allow for water activity in the ocean, bays, and lakes.
