SAN DIEGO (KGTV) - Cal Fire is battling a brush fire near East San Diego County on the U.S.-Mexico border. The flames broke out after 11 a.m. near the Cottonwood Creek area off SR-94, not far from Barrett Junction. 100 acres burned in the U.S., with the fire spreading to 650 acres in total by 7:30 p.m. It is 10 percent contained.The fire has a moderate rate of spread and was burning light brush, Cal Fire confirmed to 10News. He said the state is averaging 100,000 units statewide per year, but to reach an affordability equilibrium 400,000 a year is needed."We're 49th out of 50 in per capita housing units. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt.
