SAN CLEMENTE, Calif. (KGTV) - Border Patrol agents arrested a teenager Tuesday on suspicion of smuggling heroin along Interstate 5 in San Clemente. The 19-year-old man was weaving in and out of lanes near Camino de Estrella about 3 a.m., agents said. He drove his 1997 Chevy pickup truck to a nearby gas station and agents followed to conduct a safety check. “During the encounter, the agents grew suspicious of the driver’s behavior and they decided to request for a K-9 team to respond. The K-9 alerted to the truck’s engine compartment,” agent Theron S. Francisco said in a news release. Agents said they found four packages of heroin inside the truck’s air intake box. The drugs weighed almost five pounds and had a street value of about 7,000. The driver, a U.S. citizen, faces felony drug smuggling charges. 824

SAN DIEGO – Delegates at the California Democratic Party State Convention failed to endorse any candidates for U.S. Senate, governor and attorney general, denying Dianne Feinstein endorsement in her bid to stay seated in the U.S. Senate. The indecision sent shock through the party with 54 percent of the vote going to state Senate leader Kevin de Leon and 37 percent for Feinstein."The outcome of today's endorsement vote is an astounding rejection of politics as usual, and it boosts our campaign's momentum as we all stand shoulder to shoulder against a complacent status quo," de Leon said late Saturday in a prepared statement.Still, Feinstein holds a sizable lead over de Leon in statewide polls.Meanwhile, the gubernatorial vote was split between Lt. Governor Gavin Newsom. State Treasurer John Chiang, former state Superintendent Delaine Eastin and former Los Angeles Mayor Antonio Villaraigosa. The convention wraps up Sunday at the San Diego Convention Center with delegates expected to adopt the 2018 party platform. 1039

SAN DIEGO — Rep. Duncan Hunter (R-California) spoke Tuesday morning to a group of women who support him despite accusations that he and his wife misused campaign funds.“Women Volunteers in Politics” gathered for the speech at the Bali Hai restaurant on Shelter Island, near the district in southern California which Hunter represents. The event was booked months before Rep. Hunter’s indictment.Hunter spoke to Scripps station KGTV before the event.“Leave my wife out of it, leave my family out of it. It’s me they’re after anyway. They’re not after my wife; they want to take me down, that’s what they’re up to. So let’s get this in the arena and have this settled,” said Hunter.DUNCAN HUNTER INDICTMENT:Extramarital infidelity, excessive drinking discussed in 775

SAN DIEGO — The race to replace former Congressman Duncan Hunter in California's 50th Congressional District is in a virtual deadheat, according to a new scientific poll. The ABC-10News Union-Tribune SurveyUSA poll shows Republican Darrell Issa, a former congressman, leading Democrat Ammar Campa-Najjar 46 percent to 45 percent, within the 5.4 percent margin of error. “This poll I think is a shocker for many political observers, including myself,” said Thad Kousser, political scientist at UC San Diego. “You have an establishment, well-known candidate in Darrell Issa with proven fundraising ability in a district that until a couple years ago was the reddest district in California, so many people thought that by this time the real start of the campaign season Darrell Issa would have a huge lead over Ammar Campa-Najjar.”Hunter resigned in January after pleading guilty to a single felony conspiracy count. Federal prosecutors accused him and his wife Margaret of misusing 0,000 in campaign funds. Hunter, under indictment during the 2018 election, still defeated Campa-Najjar by 3 percentage points, or 9,000 votes in the 50th District, which leans Republican.Campa-Najjar is running in 2020 to take the open seat. He secured the most votes in the Super Tuesday primary against a split Republican field, with Issa coming in second. Still, the Republican votes combined outnumbered Campa-Najjar in the March primary. By registration, Republicans outnumber Democrats in the district by about 33 percent.Issa, a longtime veteran of the House of Representatives, last represented the coastal 49th District. He did not seek re-election in 2018 amid changing voter registration. He is now running to go back to Washington, D.C., in the 50th District, which extends from parts of El Cajon into southern Riverside County. Issa, a staunch ally of the president, expressed confidence in his campaign Tuesday."The policies of this president, this administration, are my policies," he said. "Free and fair trade, enforcement of the borders, a recognition that the constitution is as it is."Campa-Najjar, while a Democrat, said district voters are taking to his independent voice."I stand with the people of the 50th through thick and thin," he said. "When our back's against the wall, I'll have my back and I'll have their back. I won't care about the partisan stuff. I focus on my district every time."SurveyUSA posed the question of Issa or Campa-Najjar to 508 likely voters. Issa led by 21 points among men, while Campa-Najjar led by 18 points among women. The poll also showed Joe Biden leading Donald Trump in the race for president 48 to 45 percent. Trump won that district over Hillary Clinton by 15 points in 2016. 2729

SAN DIEGO — A new round of federal stimulus appears to be on the way as San Diego again deals with a coronavirus shutdown order. As it stands, more than 100 thousand San Diegans remain unemployed, as businesses are forced to close or limit their services. The governor's office ordered restaurants to go to takeout only, salons to close and gyms to transition outside. Meanwhile, ICU capacity in Southern California is at 0 percent. The new proposal looks similar to the original, called the CARES Act, which passed in late March. There is, however, a key difference - the direct payments to Americans are cut in half. Unemployed San Diegans will get an additional 0 on their weekly payments starting the week of Dec. 26, lasting through March 14. The prior stimulus bill added 0 per check. Plus, San Diegans who earned up to ,000 in 2019 will get 0 in direct stimulus payments, down from the ,200 in the first bill. "I think it's got to be more," said Alan Gin, economist at the University of San Diego. "This is a really serious situation, businesses are going out of business, and they need a lot more help than what's being provided in this package."But others say they are ready for any help. David Heine, owner of Beumont's and Brockton Villa, recently laid off 42 workers and created a gofundme page to help them. He says the forgivable small business Paycheck Protection Program loans are vital and will seek a second round. "We get SDG&E invoices, we get water invoices, we have to pay our insurance, liability insurance, workers comp, that all continues, so the expenses are extraordinary," he said. Heine said the new loan would give him the confidence to close or transition to takeout only and still have the resources to reopen. 1768
