HONG KONG, June 21 (Xinhua) -- After working in Beijing for 10 months, U.S. Ambassador to China Jon Huntsman said here Monday that trust was very important and was the fuel that powered the U. S.-China relations."Sometimes the tank is full, (and) sometimes it draws down. When it draws down like what happened early this year, the relations become sort of rocky," said Huntsman, who was invited by the Hong Kong General Chamber of Commerce as one of its 150th anniversary speakers.Huntsman, who became U.S. Ambassador to China in August last year, gave five observations on the U.S.-China relations.Firstly, the mandarin-speaking U.S. diplomat said there were a lot less dramas in the U.S.-China relations than many people might imagine despite the occasional alarmist headlines."If you view the U.S.-China relations with a distance, you get the sense that the wheel is coming off the bus. But when in the middle of the relations, you would get less drama," he said."There is more respect ... (and) the ability to communicate on the very very sensitive issues. I don't have a panic button, no restart button. The relations have ups and downs, but overall relations are strong, stable and resilient," Huntsman said.Secondly, he said there are areas of difference but there are many more areas of convergence and what unites us is a lot more important than what divides the U.S. and China."Our success is increasingly tied to identifying our shared interests and to working towards practical solutions," said the 50- year-old diplomat.Thirdly, Huntsman said the two nations were not seeking to " impose our world views on one another" or "to remake one another."The U.S. and China would seek to understand each other better, to continue dialogues and to improve future prospects, he said.Fourthly, Huntsman said while hot political issues often grab public attention, the foundation of the U.S.-China relations was largely commerce and trade.Back in 1974 and 1975, two-way annual trade between the U.S. and China was somewhere between 500 million U.S. dollars to 1 billion U.S. dollars, but this year the U.S.-China trade would reach 400 billion U.S. dollars, making it the world's largest commercial relations, according to Huntsman.Even in the sensitive areas of imbalance, it began to narrow, he said. In 2000, China was the 11th largest export market of the U.S. while it was the third largest now.Fifth, Huntsman said long-term U.S.-China relationship should be based on investment in the next generation and real trust would be earned by people-to-people interactions.Huntsman reminded people of being realistic on the expectations over the U.S.-China relations. "It would never be a 100-percent paradise, nor a cold-war staredown. It would probably be something in between," he added.Asked to comment on China's move to allow more flexibility in its yuan exchange rate, Huntsman responded carefully."I think it's a genuine attempt by China to address its exchange rate mechanism by providing greater flexibility. I know they have given great thoughts and consideration on going forward, knowing that any economic transition that results in stronger consumption, will at some point have to deal with the currency issue," he said.

GUANGZHOU, July 9 (Xinhua) -- Two nuclear power stations under construction have not been affected by a mild earthquake that struck south China's Guangdong Province Friday, company officials said.According to the provincial earthquake monitoring network, an earthquake measuring 3.1 on the Richter Scale Friday hit the junction of Taishan City and Yangjiang City where the two nuclear power stations are located."The nuclear power stations being built were not at all affected as the facilities were designed to withstand at least 8-magnitude earthquakes," said a spokesman of China Guangdong Nuclear Power Holding Corporation (CGNPC).He said the sites of these two power stations were carefully chosen and approved by the China Earthquake Administration. Records show that the strongest earthquake that shook the sites did not exceed 6.0 in magnitude. The construction of the Yangjiang Nuclear Power Station -- with a full installed capacity of 6 million kilowatts -- started in December 2008 and is planned to be put into commercial operation in 2013. The construction of the Taishan Nuclear Power Station -- with an initial installed capacity of 3.5 million kilowatts -- started in 2009 and is expected to be completed around 2014, the CGNPC said.

BEIJING, June 21 (Xinhua) -- China's announcement that it would allow more flexibility in its yuan exchange rate meant an end to the crisis-mode policy the government took to cushion the blow from the global financial crisis, experts interviewed by Xinhua said Monday. The People's Bank of China, also known as the central bank, said Saturday that it decided to proceed even further with the reform of the Renminbi exchange rate to add flexibility to the RMB exchange rate. The decision was made in view of the recent economic situation and financial market developments at home and abroad, as well as due to the balance of payments situation in China, the central bank said. However, it ruled out a one-off revaluation of the yuan as there was no basis for large changes in its value.Experts noted it was the correct time for the exchange rate policy to return to its normal state, given the consolidated economic recovery, large decline in trade surplus and more balanced international payments.Zhao Xijun, deputy dean of the School of Finance with the Renmin University of China, said the normalization of China's exchange rate policy would intensify China's economic connection to the global economy and help promote the country's economic restructuring and adjustments of its development mode.China moved to a managed floating exchange rate regime in July 2005 which was based on market supply and demand and referencing a basket of currencies. The reform of the RMB exchange rate has made continuous progress since then, producing the anticipated results and playing a positive role. The financial crisis which broke out in the United States in 2008 shook the global financial markets and dented investment confidence. To counter fallout from the economic turmoil, nations rolled out their crisis-mode measures.Zhou Xiaochuan, governor of the central bank, said in March that the exchange rate policy China took amid the crisis was part of the government's stimulus packages, and would exit "sooner or later" along with other crisis-measures.China's economy expanded at 11.9 percent year on year in the first quarter of this year and exports surged 48.5 percent in May, government data showed.Zhao said China narrowed fluctuation of the RMB exchange rate to stabilize market sentiment and stimulate economic growth amid crisis, which was in the interests of China and contributed to the country's economic recovery.During the worst of the global crisis, exchange rates of a number of sovereign currencies to the U.S. dollar depreciated by large margins while the yuan kept stable. Against these depreciating currencies, the value of the yuan has been rising."Undoubtedly, it improved the trade environment for these countries and helped them through hard times," Zhao said, noting the policy contributed significantly to the Asian and global recovery."Narrowing the fluctuation of the yuan's value was the best exchange rate policy China could take during the crisis period, which gave export businesses a stable expectation of the yuan's value and reduced costs caused by a volatile currency," said Xiang Songzuo, Deputy Director of the Center for International Monetary Research at Renmin University of China. The central bank's move also intended to increase competitiveness of export businesses and accelerate economic restructuring.Zhao said when the RMB exchange rate regime becomes more market-oriented, China's export businesses should take more responsibilities and become more self-reliant.The central bank said Sunday that the management and adjustment of the yuan exchange rate would occur gradually, which was necessary to give export businesses time to adjust their business structures and create more jobs in the service sector.Cao Honghui, senior researcher with the Institute of Finance and Banking under the Chinese Academy of Social Sciences, said the further proceeding meant China would rely more on domestic demands for economic growth, which would push forward adjustments of the global economic structure. The central parity of the Renminbi against the U.S. dollar remained at 6.8275 Monday, unchanged from the previous trading day, according to the China foreign Exchange Trading System.

WUHAN, Aug. 12 (Xinhua) -- Bidding farewell to their hometown for good, 499 villagers in central China's Hubei Province left their homes Wednesday morning, becoming the first group to relocate to make way for China's South-North Water Diversion Project (SNWD).Their hometown of Niuhelin District, Danjiankou City, will be submerged by 2014 under 170 meters of water."I am surprised nobody cried when the coaches left our village. Last night, we felt sorrow when the whole village gathered to have our last dinner in our hometown together," a villager surnamed Wang said. The government paid the dinner and organized a troupe of gong and drum players to cheer up the villagers.Their journey was the starting point for the nation's largest relocation program after that of the Three Gorges Hydro-Power Project, which involved the relocation of 1.27 million. The relocation for the building of the central route of the SNWD by 2014 will involve 330,000 residents - 180,000 in Hubei and 150,000 in neighboring Henan Province. The project is designed to take water from a section of China's largest river, the Yangtze, to satisfy demand in the north China's drought-prone megacities - Beijing and Tianjin.According to the government, from Wednesday until September 30, about 60,000 people will be relocated. At the farewell scene, a fleet of 15 coaches carried the villagers while 34 trucks loaded with the villagers' belongings was followed by a number of ambulances with the village's elderly, unwell and pregnant."We may set a record in terms of speed of relocation -- 60,000 people within 50 days. We want to do it fast so we can finish it before the rainy season hits," said Zeng Wenhua, mayor of Danjiangkou City.

BEIJING, June 11 (Xinhua) -- China's Ministry of Agriculture (MOA) asked authorities in the nation's major wheat-planting areas to work to achieve quick summer grain harvests in spite of the difficulties posed by the extreme weather. This year's summer harvest has proven more difficult than usual because the ripening of winter wheat has taken place one week later than normal because of the bitterly cold weather last winter, while the consistently heavy rains that recently struck south China have impeded the harvest efforts, the MOA said. The ministry said local authorities should prioritize the harvest work and complete the harvest as quickly as possible.Reaping machine should be distributed properly in different locations to raise the harvesting efficiency, it added. Also, local departments should update information such as weather, market demands, prices and transportation to ensure a smooth harvest, the ministry noted.China's four major grain production areas have shown cautious optimism toward their 2010 summer grain output. Henan, Shandong and Anhui provinces expect output of wheat to be equal or slightly higher than last year, while Hebei province forecasts slightly reduced output, according to information coming from a high level agriculture meeting held earlier in May in Zhengzhou city, the capital of Henan province.According to the MOA data, China's summer grain output accounts for one quarter of its annual food yield.
