The House of Representatives on Thursday approved a two-week extension for a government funding deadline in an effort to avert a partial government shutdown this week but setting the stage for a partial one on December 21.The stop-gap measure, which the Senate is also expected to pass, pushes the deadline for when funding will expire for several government agencies from December 7 to December 21 -- setting up a showdown over spending just days before Christmas.Lawmakers came together to pass the funding extension after the death of George H.W. Bush. On Capitol Hill, much of the week has been dedicated to paying tribute to the former President who was lying in state in the US Capitol rotunda for several days.Congressional leaders in both parties have indicated they do not want a partial shutdown, but Democrats and Republicans remain at an impasse over President Donald Trump's demand for billion for his long-promised border wall and the issue continues to be the key sticking point in negotiations."It's getting late. It's not five minutes to midnight yet but it's getting towards the end of the month," Republican Sen. Richard Shelby, the chairman of the Senate Appropriations Committee said Wednesday.Asked how two additional weeks would help lawmakers reach an agreement over wall funding, Shelby replied, "I think you could do it in 15 minutes if you could reach some sort of resolution to it. Will they, is a good question. ... I don't know if they will."A key question now is whether the President and congressional Democratic leaders can strike a deal.Senate Republicans have floated the possibility of attempting to allocate billion over the next two years. But any spending bill would need at least some Democratic votes to pass.Senate Democratic Leader Chuck Schumer has so far said that the President should either agree to enact an existing Department of Homeland Security funding bill that has bipartisan support in the Senate and would allocate .6 billion for border security or keep DHS funded for another year via a short-term spending measure known as a continuing resolution. The President has kept up the pressure over the course of the week by reiterating his call for funding for the wall. "We would save Billions of Dollars if the Democrats would give us the votes to build the Wall. Either way, people will NOT be allowed into our Country illegally!" the President tweeted on Monday.Lawmakers passed a government spending package to fund much of the government prior to the 2018 midterm elections -- so if there is any kind of a shutdown, it would not affect all of the federal government. But that doesn't mean a partial shutdown would not be disruptive. The current funding deadline is in effect for government entities including the Department of Homeland Security, the State Department and the Interior Department. 2867

The National Park Service on Thursday unveiled a new plan to hike entrance fees at national parks with more modest increases than the ones it proposed last fall. The proposal calls for raising fees at many national parks?by around in the next year, with some seeing an additional increase in 2020. The new plan will apply to the 117 national parks that charge fees, not to the two-thirds of national parks that do not have entrance fees, the agency says. The entrance fee for the Grand Canyon, the nation's most popular park that charges an entrance fee, will climb by to per vehicle starting June 1. An annual pass for the Grand Canyon will climb by to , according to the park service numbers. The original proposal, unveiled in October, called for more than doubling peak-season admission at 17 popular parks to . The response to that plan was highly negative, the Interior Department told The Washington Post earlier this month.Increasing entrance fees will help the park service address a nearly billion backlog of maintenance projects, Interior Secretary Ryan Zinke has said.Zinke said the new plan is more "balanced" and will raise about million in additional revenue per year. The National Parks Conservation Association, a nonprofit group that opposed the original proposal, said Thursday that the "more measured fee increases will put additional funds into enhancing park experiences without threatening visitation or local economies."Sen. Tom Udall of New Mexico, the top Democrat on a committee that oversees federal funding for the National Park Service, said he was not convinced the increase was justified and that he would be asking the department for "a much more detailed explanation" of its rationale. 1770

The Internal Revenue Service says its processing systems are back up and running after they went down on Tuesday, which was the filing deadline for 2018.The IRS said in a statement it has accepted more than 14 million tax submissions since processing systems reopened. The Tuesday morning system outage was caused by a hardware issue. Teams worked through the night to get the systems going again, Acting Commissioner David Kautter said. 444

The only thing that scares salon owner Shelly Albro more than the empty chairs inside her Portsmouth, New Hampshire barbershop is the silence that has consumed this place recently.Having lost 30 percent of her business because of COVID-19, Albro found herself in the same position as thousands of other small business owners across the country, desperate for new streams of revenue, while at the same time, having to keep her customers and staff safe.“I just knew that if I didn’t get creative we weren’t going to make any money,” she said. “Business was down.”Albro owns Gents Barbershop, which she recently opened. On a particularly depressing day during the shutdown, she had been searching through old photos when she stumbled upon an old black and white picture from the 1918 Spanish Flu pandemic. A few barbers stood wearing masks as they cut clients' hair, but instead of cutting hair inside a building, the barbers were standing out on the sidewalk in front of their store. She had found her solution.“When I saw this picture I was like, ‘I gotta do this outside!’ For those who are like me who are nervous to go inside,” she said.Unsure of how the idea would go over with customers, Albro first started cutting hair outside on her days off. Her schedule quickly booked up, as this upbeat stylist with a slight New England accent realized she’d struck a chord with her customers who were still too nervous to get their haircut inside a barbershop during COVID-19.And for Albro, who suffers from an autoimmune disease herself, the whole thing is personal.“There are a lot of people who have anxiety about coming inside a building. It doesn’t matter how much we clean or sanitize; they’re feeling anxious about coming inside,” she said. “Because I’m high risk, I get why people are reluctant.”Gents Barbershop isn't alone in moving hair cutting services outside. Back in July, California moved all salons outdoors to deal with a sudden spike in cases.Beth Milito with the National Federation of Independent Businesses is telling small business owners to follow Albro’s lead.“It’s been much more challenging than people anticipated back in March,” Milito explained. As small business owners continue to navigate an economic recession, Milito says that creativity and ingenuity are keys to a successful rebound, especially when more than 100,000 small businesses have already closed since March.“Looking at this as a long-term investment, something you can see into the future,” she added. As for Albro, she knows that like a good haircut this trend may fade away, but for now, she’s just trying to make a much deeper impression.“I just want to help,” she said. 2669

The pandemic has resulted in a major increase in donated items, so the selection at stores like Goodwill is better than ever before.Families that are trying to make ends meet are benefiting a lot from this surge in donations."It’s not just a little bit. It’s carloads of donations," said Goodwill store manager Sarah Guthrie. "It’s just been crazy. Donation after donation. The first weekend I was here, we did over 1,000 donations between Saturday and Sunday. It's about a car for every 12 seconds."Guthrie has been store manager at the Castle Rock, Colorado, Goodwill location for about a month and a half. She's seen the same thing just about every day since."Right now, our donation center starts at 10 a.m., but starting around 9:15 or so, we start getting cars in our line and a lot of times it’ll wrap all the way around the building and into the street," said Guthrie. They see car after car of people dropping off bags of things they no longer need."Spring cleaning has taken on a whole new meaning this year," said Goodwill Industries International CEO Steve Preston. He says this isn’t just unique to this one store. Donations are up across the country where stores are open, which means now is the time to go shopping for a bargain."That is the logical connection. So, when we get a lot of great donations coming in, it is a super time to hit the store because our category is called “Treasure Hunting”, category in retail, and there are just a ton of treasures in there because so many people have been bringing in those donations," said Preston. Some stores are seeing an increase of up to 50% in donations, and they’re having a hard time storing it in their stores."Many of our local stores are renting additional warehouse space. They’re finding trucks to be able to hold those donations," said Preston.Which is the case back at Guthrie’s store."We store what we can here in the store. We process what we can here in the store. But, a lot of what we get in through our donation line actually goes to our warehouses," said Guthrie.More donations mean selling more goods, which turns into more job training for people who are now finding themselves unemployed. 2179
