July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts. This keeps commerce flowing efficiently and supports local restaurants, shops and services."On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic.Regarding street sweeping, city officials said courtesy notices will be given to residents to remind them of a return to regular service. SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) -- The first new hospital tower in 40 years in the South Bay could have a major impact addressing a shortage of beds in the region, officials say. Sharp Health Care is set to open its 106 bed Ocean View Tower this week in central Chula Vista. It is adjacent to the 243 bed Sharp Chula Vista original tower, which has seen an overflow due to a growing South Bay with too much demand for health care. "There's about 4,000 new homes in this area that have been built, so more and more we are going to have to provide health care for that population," said Pablo Velez, the hospital's chief executive. While the South Bay has experienced rapid growth, most of the new hospitals have been constructed in North San Diego, where there are higher paying patients, Velez said. At an open house Saturday, more than one thousand South Bay residents got a first look inside the hospital. Each room will be private, with big screen high definition televisions, large bathrooms, USB ports in beds, and local art. The hospital boasts a top floor cafeteria and large family waiting rooms. "I always go to Sharp, and my dad already knows the doctors here and the nurses because he's been in and out a lot of times since early last year," said Cesar Gonzales, an Eastlake resident who came to the open house with his 92-year-old father, a Sharp Chula Vista patient. SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches.The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. SAN DIEGO (KGTV) -- The journey has come to an end for hundreds of migrants seeking asylum in the U.S.A large caravan arrived in Tijuana within the last week and have waited until Sunday to cross the border into San Diego.Late Sunday afternoon, members of the caravan plan to turn themselves in to customs agents seeking asylum.Most of the roughly 400 migrants in the caravan are women and children who have been staying in shelters, seeking legal counsel before trying to cross the border.RELATED: Migrant caravan warned asylum may lead to separation from childrenBorder patrol agents released a statement Saturday saying several groups associated with the caravan have been illegally climbing a scrap metal border fence.The statement warned anyone with the caravan to “think before you act.” The Secretary of Homeland Security also said in a statement earlier this week that anyone seeking asylum “may be detained while their claims are adjudicated.”Protesters say the group is taking advantage of U.S. immigration laws. A group called San Diegans for Secure Borders plans to protest at Friendship Park.They say the migrants are unwelcome and that their claims for asylum are false. A protest was held on both sides of the border Sunday morning.
