(KGTV) -- California State legislators announced Wednesday that they have agreed to reverse the proposed cuts in education in next year's budget, assuming that the federal government will step in with a stimulus package. But with challenges mounted by the pandemic, Barrera said they would need at least 0 million more to reopen schools safely. "We'll need more staff, more nursing support, more counseling support, more custodial support to clean the classrooms regularly, and physical protective equipment for the staff," Barrera said. Barrera added, with less federal funding, the longer students will have to continue distance learning. But Marten said other factors also contribute to a full reopening come fall. "Starting school back up again, it's not going to be a flipping of a switch. It's a dimmer switch because there are different models. There's a money side to it, there's a health guideline side to it, and their personal preference side to it," Marten explained. Some students with compromised immune systems will continue to require robust distance learning. But the district's goal is to return to a mostly in-person teaching curriculum. "The whole country knows that we need our schools open," Marten said. "It gets the economy up and running again. It allows parents to go back to work. But more importantly, it gets kids the education they need so that there is not that additional learning loss that students have already endured because of this pandemic."State legislators have until June 15, 2020, to finalize the budget proposal. SAN DIEGO — The Barbusa Restaurant in the heart of Little Italy is filled with famous guests, so to speak.Celebrity cutouts of the likes of Tommy Lasorda and the late James Gandolfini take up seats at tables closed for social distancing.“It's something just cute, and it makes people just feel comfortable,” Co-owner Joey Busalacchi says.Busalacchi put them there to help make the reopening more festive. Of course, he’d rather have real people in those tables - but can't because of coronavirus restrictions.The restaurant’s normal capacity is about 160, but had to be reduced to 120.That all changed Saturday night - when the Little Italy Association arranged for India Street to be closed to vehicle traffic - allowing restaurants to expand into the street.The extra space meant restaurants, already on razor thin margins, could serve their normal customer load.Barbusa was filled, serving up to 160 patrons.“Covid's not going away for a while, so the more we could get people to eat outdoors the better,” said Marco Li Mandri, the Little Italy Association’s Chief Executive Administrator.Li Mandri says the event was a major success, with good social distancing practices.The association will do it again this Saturday - with even more restaurants open - and could expand it even more in the future.Additionally, the Gaslamp Quarter Association announced on-street dining on Fifth Avenue starting Thursday.The city is also currently weighing a request from the North Park Main Street Association for dining on a stretch of 30th Street near University. 1563

SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. The demonstrators, part of a group called Indivisible, worked to flip house seats from red to blue in the 2018 election. With that goal accomplished, Indivisible is turning its attention to reforming how politics operate in this country. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions. SAN DIEGO (KGTV) — Cold, windy, and rainy conditions have prompted the San Diego Housing Commission to activate inclement weather shelters this New Year’s Eve. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe’s Villages tells 10News they can take in an additional 170 people this New Year's Eve, including children.They will convert two dining halls into temporary shelters, filling them with cots. “When you’re out there in the rain and you get wet and then this cold air, you feel a chill in your bones, that’s what those on the streets experience,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages. Homeless individuals will be given meals as well as dry clothes when they leave. SAN BERNARDINO, Calif. (KGTV) -- Prosecutors said Monday that a California man killed his business partner and his family out of greed, according to the Associated Press. Prosecutor Sean Daugherty told jurors that Charles Ray Merritt wrote checks totaling more than ,000 on his partner’s QuickBooks account after the family disappeared. The comments came during opening statements in the trial for the alleged murders of Joseph McStay, Summer McStay and their three and four-year-old sons. Prosecutors also say that, while being questioned about the family’s disappearance just days after they went missing, Merritt kept referring to Joseph in the past tense.Outside the courtroom, defense attorney Rajan Maline said Merritt’s livelihood depended on McStay being alive. The McStays disappeared from their Fallbrook home in early February 2010. Days after they were last seen, the family’s SUV was found abandoned at a strip mall parking lot in San Ysidro.RELATED: Trial set to begin in McStay family murder caseIn 2013, the bodies of the family members were found in the Mojave Desert, near Victorville. Prosecutors said the family died from blunt-force trauma to their heads. Authorities found a sledgehammer, believed to be the murder weapon, in one of the graves.According to court documents, investigators believe Summer McStay may have been raped before she was killed. Merritt was arrested in connection with the killings in November 2014 after sufficient evidence linking him to the case, including DNA, was discovered.Authorities alleged Merritt killed the family members inside their home and then buried them in the desert. Merritt also tried to paint over the crime scene, according to authorities.During Monday’s opening statements, jurors in the San Bernardino County courtroom are expected to hear a tape of Merritt being questioned by investigators.Merritt, 61, has pleaded not guilty to charges of murder and is being held without bail.Prosecutors are seeking the death penalty in the case. 2017
