SAN DIEGO (KGTV) -- A winter storm warning was issued for San Diego County’s mountains as a cold storm hit the region Monday..The warning is in place from 8 a.m. Monday through 4 a.m. Tuesday, according to the National Weather Service.“The agency says heavy snow and strong winds are expected. Plan on difficult travel conditions, including during the evening commute on Monday. Tree branches could fall as well,” forecasters said.Total snow accumulations of two to six inches are expected with localized amounts of 12 to 18 inches. The heaviest snow is expected to impact areas above 5,500 feet, however, some snow is expected down to 4,500 feet.Accompanying the snow are heavy winds of 20 to 40 miles per hour.RELATED: Check today's forecast in your area“If you must travel, keep an extra flashlight, food and water in your vehicle in case of an emergency,” the National Weather Service advised.A high surf advisory also takes the place of a beach hazards statement as the storm approaches. The advisory is in effect from 6 a.m. Sunday through 10 a.m. Wednesday for San Diego County coastal areas.Surf begins to build Sunday, peaking Monday afternoon through Tuesday, the agency says. Waves and surf of three to six feet are expected Sunday, increasing to four to seven feet with sets to eight feet by Monday.Accompanying the high surf is a slight chance of isolated thunderstorms and lighting at the beaches Monday, the National Weather Service said.Coastal areas could also see nearly an inch of rain as the storm passes. 1533

SAN DIEGO (KGTV) – An Oceanside man was killed Wednesday afternoon after crashing his pickup truck into the back of a big rig on state Route 163 in Linda Vista, the California Highway Patrol said.CHP officials said the crash happened at around 3:40 p.m. on the northbound side of SR-163, just south of Genesee Avenue.According to the CHP, a white Nissan pickup truck was traveling at an unknown speed when it collided with a big rig that was directly in front of it and going at a slower speed.Aerial footage from Sky10 showed the pickup truck wedged under the back of the semi.The pickup’s driver was declared dead at the scene, the CHP said.CHP officials said the big rig’s 50-year-old male driver was not hurt and remained at the scene.Investigators are trying to determine what led to the crash, including if alcohol or drugs were involved.Watch video from the scene below:Major crash on the 163Major crash on the 163A vehicle is trapped beneath a big-rig on northbound SR-163.Posted by 10News – ABC San Diego KGTV on Wednesday, August 5, 202010News will continue to keep you updated as soon as we receive more information. 1135

San Diego (KGTV) - About a hundred people packed the auditorium at Crown Point in Pacific Beach Wednesday night to sound off about the deckles bikes and scooters invading their community.The PB Town Council held the meeting.  Representatives from LimeBike, Ofo, BIRD, and Mobike were present to take questions from the crowd.RELATED: Coronado to begin impounding dockless?bikes, fining companiesThe two main concerns dealt with encroachment issues and safety concerns. The dockless bike and scooter rental model involves people checking them out using an app, but after they’re done using them, they can leave them anywhere for the next rider to find and use.Many complained of the vehicles cluttering sidewalks, storefronts and residential blocks.Other say people are riding them illegally, either because they are too young, without a helmet, or riding them without where the vehicles are not allowed.“They have no regard for human life I think someone is going to die,” one woman said.“it's with anything new right? You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. "What better way to make them feel that they have a stake in the community is there than giving the right to them."Those who support Prop 17 argue, "when a person completes their prison sentence, they should be encouraged to reenter society and have a stake in their community. Restoring their voting rights does that. Civic engagement is connected to lower rates of recidivism. SAN DIEGO (KGTV) -- An apartment building was badly damaged following a two-alarm fire in Serra Mesa Thursday afternoon. According to firefighters, the blaze started at an apartment complex on the 3300 block of Ruffin Road around 1:20 p.m. Once they arrived on scene, firefighters were able to extinguish the blaze in 20 minutes. A total of two units, one on the first floor and another on the second, burned in the fire. Two additional units were later determined to have been involved in the blaze. Two adults and two children were displaced from one of the units while two adults and two pets were displaced from the other. SDFD crews have put out a fire at an apartment complex at 3399 Ruffin Rd. Firefighters searched the two apartments involved and no one was inside.
