SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

SAN DIEGO (KGTV) — A longtime North Park business has been forced to shutter its doors due to the economic toll of the pandemic.A&B Sporting Goods has sat on University Ave. for 79 years. The business told ABC 10News that it thrives off of local youth sports, which have largely been canceled this year due to the coronavirus.Owner Greg Schloss, whose father and grandfather worked at the store before him, said he hadn't planned on closing shop, but could not keep the business going any longer."I've worked here 40 years. The neighborhood is driven by a lot of kids playing ball in this neigborhood. SAN DIEGO (KGTV) — A lifelong San Diego resident says he's sick of seeing overgrown brush in local medians — and he's willing to put himself in the weeds to resolve it.Adam Huntington says the weeds are giving local beach towns a bad look."Great people, great vibes, unfortunately our aesthetics aren't matching up to the great vibes right now," Huntington says. Next to a traffic sign, he says, "the weed was literally growing this high all around this."While some may be used to the weeds sprouting from Mission Blvd. medians, Huntington said he can't ignore the eyesore anymore. "I don't think anyone wants to see their beach look like this when the come to visit it," Huntington said.So the mortgage loan officer has been cleaning up the medians in his spare time. He first uses a weed wacker to cut down the brush, then rakes out the weeds, and finally sweeps and cleans them up. He's been posting his progress on social media. And it's not just Mission Beach.Clairemont Lutheran Church is doing similar work, organizing volunteers to clean up overgrown medians.Huntington has complained to the city and is frustrated with their response. But officials tell us they are trying to make this issue a priority.The mayor's allocated over a million dollars for vegetation and brush abatement in the current fiscal year. With that money the city has cleaned up weeds on 42 miles of median, completing more than 200 requests since July 1. The city blames excessive weed and vegetation growth to the wet winter and spring. Huntington plans to tackle other areas of the city, and says he'd be pleasantly surprised if the city beats him to it. 1646
