(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. City leaders have not announced plans for a future public safety agency.RELATED: Advocates calling to defund or disband police departmentsBudget changes could lead to different ways of serving the community, according to Isaac Bryan, Executive Director of the UCLA Black Policy Project. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. (KGTV) - A high demand for power coupled with high temperatures led the California Independent System Operator Corporation (ISO) to issue a statewide Flex Alert Tuesday. A Flex Alert is issued when the electricity grid is “under stress” because of persistent hot temperatures, or generation or transmission outages, according to the ISO.Although San Diego remained relatively cool, with a high temperature in the 70s, other cities in California were put under heat advisories. Sacramento temperatures topped 100 degrees, while San Francisco reached the 90s. RELATED: 10News Pinpoint Weather ForecastCalifornians were asked to conserve power from 4 p.m. through 10 p.m. “Consumers can help avoid power interruptions by turning off all unnecessary lights, using major appliances before 4 p.m. and after 10 p.m., and setting air conditioners to 78 degrees or higher,” ISO officials posted online. San Diego Gas and Electric told 10News it reached out to 160 medium-to-large customers, mainly businesses, and asked them to conserve power between 6 p.m. and 8 p.m.The ISO reported energy use would reach a peak of 42,800 megawatts Tuesday evening. (KGTV) — In a letter to President Trump, California Gov. Gavin Newsom said he expects about 56 percent of the state's population — or about 25.5 million people — will be infected with coronavirus.Newsom requested the president send the USNS Mercy Hospital Ship to be stationed at the Port of Los Angeles through Sept. 1 in order to "decompress our current health care delivery system in Los Angeles" amid the coronavirus pandemic."As you know, California has been disproportionately impacted by repatriation efforts over the last few months," the govenor wrote. "Our state and health care delivery system are significantly impacted by the rapid increase in COVID-19 cases."Read the full letter below:California officials project 56 percent of the state population will be infected by COVID-19 over an eight week period.Thursday, California had 675 positive cases of coronavirus and 16 deaths, not including passengers from the Grand Princess cruise ship docked in Oakland.The USNS Mercy, homeported in San Diego, has the capacity for 1,000 hospital beds.The ship is one of two ships being prepared to deploy to the west and east coasts to assist the U.S. response to the coronavirus pandemic.
