SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. SAN DIEGO (KGTV) - A first-of-its-kind residential tower opened in San Diego this week.The 300-unit Palisade UTC complex is located right on the Westfield UTC mall's property. It offers an expansive pool, bar area, community room, open-air gym, and a lounge on the 23rd floor, with views to the coast. "The goal was to have multiple spaces, again, that would be like staying at a four or five star resort," said Jerry Brand, executive director of developer Greystar. The building will be among the most expensive in San Diego County.Studios start at ,750 a month, while two-bedroom units start at ,300. The penthouse is advertised for ,000 per month. It also includes 30 affordable units. Analysts say luxury buildings like Palisade can play a role in easing all of the region's housing crunch. "A substantial portion of the people moving into, like, the new projects downtown are actually vacating the older projects and moving up, so the luxury projects that are going up are really helping the housing situation," said Alan Nevin, director of economic research at Xpera Group. Kimberly Brewer, senior vice president of development for Unibail-Rodamco-Westfield, said the project is part of the evolution of the shopping center. The mall recently expanded to add more restaurants and a full office for CBRE, a commercial real estate firm. SAN DIEGO (KGTV) - A ceremony was held Wednesday to honor San Diego County law enforcement officers who were killed in the line of duty.87 names were read at noon at the memorial wall at the County Administration Building in downtown San Diego.The fallen law enforcement officers named date back to 1850, and they include San Diego police Officer Jonathan “JD” De Guzman, who was killed in the line of duty in 2016.“They did it because they loved it. They did it because they cared, and it’s just so important that those people, the survivors, know that the citizens appreciate what they did,” said Skip Murphy with the San Diego County Law Enforcement Memorial Foundation.The public joined the memorial on the northwest lawn of the County Administration Building and quietly paid respects.The San Diego Police Department is also holding a memorial ceremony Thursday morning. A federal judge in San Diego ordered Elisabeth Kimmel to give up her passport and granted her 0,000 signature bond. Signature bond allows a person to sign a document promising to show up in court. RELATED: Two San Diegans charged in college admissions schemeKimmel was charged with conspiracy to commit mail fraud and honest services mail fraud earlier in March. According to court documents, Kimmel paid 0,000 to various organizations in exchange the admission of her two children. Kimmel reportedly participated in the admissions scheme by conspiring to use bribery to get her daughter into Georgetown as a tennis recruit and her son into USC as a track recruit for pole vaulting. SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales.On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg.The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769
