BEIJING, Dec. 14 (Xinhua) -- The Communist Party of China (CPC) has announced that it would publicize the affairs of grassroots Party organizations by the end of 2011, a further step in its effort to push forward intra-party democracy.The decision was made public on Tuesday by He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, during a national meeting in Beijing where he laid out a five-point plan on the publication of affairs of grassroots Party organizations.He said Party organizations at all levels should fully understand and implement a guiding document that was issued by the General Office of the CPC Central Committee in September.The document called openness in Party affairs the life of the Party and an essential part of the intra-Party democracy, and defined openness in Party affairs as "publication of content, procedures, results and other aspects of Party affairs within a certain scope."Publishing affairs of grassroots Party organizations was an important measure to expand democracy within the Party at the grassroots level, safeguard the democratic rights of Party members, strengthening intra-Party supervision, and regulating the use of power, the document said.He urged Party organizations at all levels to meticulously draw up implementation schemes to ensure that the policy of openness in Party affairs would begin in grassroots Party organizations, including those in enterprises, rural areas, government institutions and schools.He said grassroots Party organizations should willingly publicize its affairs, such as its resolutions, the implementation of these resolutions, and official appointments, in a timely manner except for those concerning classified information of the Party and the state.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. The two sides are scheduled to hold talks on Tuesday morning and sign the medical and health cooperation agreement in the afternoon.Chen and his wife will also visit Taipei's National Palace Museum and the Taipei International Flora Expo, before leaving Wednesday noon.Chiang said next year would mark the 20th anniversary of the SEF's establishment. "The development of cross-Strait relations is hard-won, and the cross-Strait talks are a reflection of people first, care for people's livelihoods and mutual benefits."
