BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted the Law on Guarding State Secrets and the amended State Compensation Law at the closing session.Wu Bangguo,chairman of the Standing Committee of the National People' s Congress, or the top legislature, presided over the closing of the four-day bimonthly session.Wu said, the amendment to the State Compensation Law will regulate the use of public power, protect legitimate rights and interests of citizens, legal persons and social organizations. The 14th session of the Standing Committee of the 11th National People's Congress (NPC) concludes in Beijing, capital of China, on April 29, 2010. Wu Bangguo, chairman of the NPC Standing Committee, presided over the concluding meeting.Wu said, the Law on Guarding State Secrets has made clear legal liability in guarding state secrets, which will help safeguard the state security and interests.The legislature also reviewed the report on migrant workers which stressed protecting the rights and interests of this group and improving social services for them. Wu also urged to quicken the pace of urbanization.The Standing Committee reviewed the report on the development of cultural industry which urged greater development of the industry so that it becomes a new engine of economic growth.Wu said the Committee also reviewed the report on road traffic management.

TASHKENT, May 3 (Xinhua) -- Regional financial cooperation in East Asia has made active progress over the past year, Chinese Finance Minister Xie Xuren said after meeting with his counterparts from countries in the region.In particular, achievements were made in establishing the regional multilateral financial assistance mechanism and in promoting an Asian bond market, Xie told Xinhua on Sunday after attending the finance ministers' meeting of the Association of Southeast Asian Nations, plus China, Japan and South Korea (ASEAN+3) here.Xie said all parties concerned reached further consensus on basic parameters of a regional economic surveillance unit at the meeting.Uzbek President Islam Karimov(L) shakes hands with Chinese Finance Minister Xie Xuren in Tashkent, capital of Uzbekstan, May 3, 2010. The unit is responsible for monitoring the countries' economic and financial situations and providing advices for the regional foreign currency reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM) that formally came into effect on March 24, 2010.The ASEAN+3 meeting also announced the setting up of a regional credit guarantee and investment fund with an initial grant of 700 million U.S. dollars, in an effort to promote the issuance of bond in domestic currencies within the region, Xie said.The finance ministers also agreed to create a working group to discuss future strategic fields for regional financial cooperation.

  

TASHKENT, April 24 (Xinhua) -- China is willing to consolidate cooperation with all the other member states of the Shanghai Cooperation Organization (SCO) on safeguarding regional security and promoting collective prosperity, Chinese Public Security Minister Meng Jianzhu said here Friday.Meng, also a Chinese State Councilor, made the remarks at the fifth session of the SCO Security Council Secretaries, which drew interior and public security ministers of SCO member states to prepare for a June summit of the organization in Tashkent.The SCO, a regional security organization founded in 2001, consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.Meng said that against the backdrop of complicated global and regional situations, it is important for SCO countries to deepen practical cooperation and safeguard regional stability by further coordinating cooperative mechanisms within the SCO framework.It was also important to seek collaboration and utilize various resources, he said.Meng noted the lingering effects triggered by the global financial crisis on economy and society, as well as the continuing threats from terrorism, extremism and separatism on regional security. He said that SCO members all face the heavy tasks of maintaining national security and social stability.The SCO interior and public security ministers also exchanged views on issues including the fight against Internet terrorism, illegal arms dealing, drug trafficking and protection of gas and oil pipelines.

  

YUSHU, Qinghai, April 16 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province has risen to 760, rescuers said Friday.The latest statistics show that 243 people were missing and 11,477 injured, 1,174 severely, said a spokesman with the rescue headquarters in in the Tibetan Autonomous Prefecture of Yushu in southern Qinghai.A total of 4,200 injured people have been discharged from hospital, he added.Rescuers search for survivors at a collapsed building in Gyegu Town of Tibetan Autonomous Prefecture of Yushu, northwest China's Qinghai Province, April 15, 2010. Thousands of rescuers fought altitude sickness, chilly weather, strong winds and frequent aftershocks Thursday to dig through rubble and reach survivors of a strong earthquake that has left 760 dead in northwest China. At least 7,093 rescuers were carrying out search and rescue operation in the Gyegu Town, the seat of the Yushu prefecture government, according to previous statements from the headquarters.More rescuers were en route to the town that is close to the epicenter and home to 100,000 residentsThe quake struck the Yushu County in the Yushu prefecture at 7:49 a.m. Wednesday with a depth of about 33 km. The epicenter was calculated to be 33.1 north and 96.7 east, the China Earthquake Networks Center reported.A series of aftershocks have been reported so far, with the biggest being at 6.3 magnitude.The epicenter is at the Rima Village in the Shanglaxiu Township, a pasturing and sparsely-populated area about 50 km west of Gyegu and about 800 km away from the provincial capital Xining.Many people are still buried in the debris as more than 85 percent of houses in Gyegu, mostly made of mudbrick and wood, had collapsed.
