SAN DIEGO (KGTV) -- A shortage of labor is creating big problems for San Diego farmers. According to the San Diego Farm Bureau, the slowing workforce is expected to impact local farmers and the price we pay at the grocery store. The bureau says the problem stems from an aging work force, the lack of an easy-to-navigate visa program, and the cost of living in San Diego County. There is a visa program available, but for San Diego’s smaller farmers, the process is complicated and expensive. Created in 1986, the H-2A visa was designed to help understaffed farmers hire foreign workers. The problem? The visa program requires farmers to pay its H-2A employees a set minimum wage, .92 per-hour in California. Farmers are also required to provide housing, food and transportation to H-2A workers. California isn’t alone, other states like Idaho are also struggling to find help.According to an Idaho newspaper – The Post Register, a recent migrant shortage and costs associated with the program are forcing some farms out of business. Although times are tough for farmers in San Diego, the bureau says there is a solution – creating a boiled down visa program that simplifies things for farmers and the workers they need. Friday morning on 10News at 6, Kalyna Astrinos takes a deeper look at the impact on San Diego farmers and the decisions they face in the midst of the shortage. 1392

SAN DIEGO (KGTV) - Amid the recent protests, a woman once known as the "fugitive soccer mom" is now shining a spotlight on the story of another mother.Among those taking a stand against racial injustice is a small group holding up signs supporting a woman you likely haven't heard about."It serves no purpose to have her in prison," said Susan LeFevre.LeFevre, one of the women holding a sign, is someone you likely have heard of. For more than three decades, the Carmel Valley mother of three had lived a double life, as Marie Walsh. At the age of 19, she was sentenced to 10 to 20 years for a heroin sale in Michigan. Fourteen months later, she climbed a prison fence and began a new life. A police tip led to her arrest and a tidal wave of publicity. More than a year later, she was released from a Michigan prison."I feel bad about the effect on my whole family. We're doing better the last couple of years," said LeFevre.LeFevre says so many years later, her family is still healing. She and her husband divorced several years ago. Since her release, LeFevre, who now lives in Pacific Beach, has advocated for non-violent offenders with long sentences, including a woman she bonded with during the second prison stay: Tracy Cowan, a single mother of three who was sentenced to 20 to 40 years after shes says a bag of drugs belonging to her boyfriend dealer was found in her basement. Cowan has served 18 years."Racism is putting people like Tracy (in prison), ripping her from her children, two of them ended up homeless," said LeFevre.LeFevre says Cowan didn't have the resources to defend herself, a familiar reason for the disproportionate prison rates for African Americans."Eighteen years is absurd when murderers are getting out before her. That's why I'm trying to bring attention to cases like hers. She doesn't belong in prison," said LeFevre.Cowan is scheduled for her first parole hearing in 2023.If you'd like to learn more information about Cowan's case, email SW92130@gmail.com. 2004

SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry. That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry. That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry. He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. They also declined to comment on individual taxpayers. 1926

SAN DIEGO (KGTV) - An Escondido firefighter is being praised for a small act of kindness that impacted a 7-year-old in a big way.Last week the department was responding to palm trees on fire. That's when Craig Domingue, a fire engineer, noticed Eli walking with his mom. "We happened to be walking and spotted the fire truck. Eli kind of, his anxiety was kicking in," said Eli's mom, Monica Zamora. Eli is on the autism spectrum; loud noises and first responders give him anxiety. "I just went up to him and introduced myself and talked to him like I would talk to any person, and it was a really neat interaction," said Domingue.Domingue says he was able to recognize Eli was on the spectrum because his 10-year-old son is too. He was able to calm Eli down and thanked him for picking up trash."Eli at the time was out picking up trash, which is so neat that he's here doing something good for our community, just like all the other firefighters that are here doing good for the community," said Domingue. "We do go pick up trash a lot, but it's not often people acknowledge him and thank him for what he's doing," said Zamora. Zamora shared the positive interaction on Facebook, and over 1,000 people have reacted to the post. Many have since messaged Zamora, thanking Eli for all he does in the community. 1316
