SAN DIEGO (KGTV) -- As San Diegans come to grips with the violence that unfolded in a Paradise Hills home, leaving a mother and her young boys dead, District Attorney Summer Stephan tells 10News it is a problem that San Diego is becoming too familiar with.“Domestic violence remains the number one killer of women in the United States and right here in San Diego,” said Stephan.She revealed the County of San Diego had 18 murders last year related to domestic violence.RELATED: Resources available to domestic violence victimsStephan said a third of those murders involved people who had active restraining orders.“We want victims to know that a restraining order is a piece of paper and that it alone is not going to protect the victim,” she said.According to Stephan, the first 72 hours after filing a restraining order are the most vulnerable for retaliation and victims need to have a plan in place.RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“In the first 72 hours after somebody obtains a restraining order the risk is heightened,” she said. “There is almost an escalation of risk.”One important piece of advice for victims after filing a restraining order, is to leave the home the offender knows of.“What we say is for a victim to get a restraining order, but only after there has been a safety plan and there has been a threat assessment by professionals.”Across the county, there are a number of resources available to help put a plan together.“There's a family justice center run by the City Attorney Mara Elliott, there's a center for community solutions with a 24 hour number,” she said.More resources are also listed on the DA’s website https://www.sdcda.org/helping/domestic-violence.html 1769

SAN DIEGO (KGTV) — As people continue to try to purchase essential items, the San Diego County District Attorney's Office says it's protecting consumers by going after retailers who are illegally price gouging."We have received well over 100 calls to our tip line," said Damon Mosler, the Chief of the Econcomic Crimes Division at the DA's Office.It's illegal for businesses to overcharge more than 10 percent for essential items during a state of emergency.RELATED: Unemployment benefits could take weeks amid coronavirus pandemicMosler said there are currently 70 reports under investigation."We are going to the store to verify the price and the item and we are serving them with a warning letter explaining what the law is, explaining what the violation is," he explained.After that the crews, who are undercover, will return to the reported store to do compliance checks and make sure the retailers are responsive to the warnings.RELATED: City Council puts stop on evictions during coronavirus pandemicAbout a dozen business owners have been warned in the county so far. Certain medical and healthcare items are not allowed for sale on OfferUp, including listings that claim the item can diagnose, cure, mitigate, treat, or prevent a disease or virus, or any items that claim to be CDC or WHO approved. For the time being, we are also removing all hand sanitizer, toilet paper, protective masks, and disinfecting items, regardless of price. These items are now prohibited on OfferUp.""People just have to be very mindful of the situation we're all in," said Mosler. "This is very stressful. SAN DIEGO (KGTV) -- As the weather across San Diego County warms, rattlesnakes are out if full force.Rattlesnakes live throughout Southern California and live in the deserts as well as along the coast, according to the California Department of Fish and Wildlife. The department says most bites happen from April to October when the snakes and people are most active outdoors. RELATED: Deadly backyard encounter could point to dangerous snake season“Snakes really get an unfair bad rap, when they actually play an important role in California’s ecosystems,” said CDFW’s Keep Me Wild program coordinator Lesa Johnston. The potential of running into a rattlesnake shouldn’t deter anyone from enjoying the great outdoors, the department adds. According to the California Poison Control System, the chances of being bitten are small when compared with the risk of other environmental injuries. RELATED: What to do if you or a pet are bitten by a rattlesnake“Like most wild animals, snakes prefer to keep to themselves and are not naturally aggressive. Taking the time to learn about safety precautions before going outdoors can make all the difference,” Johnston added. The department says rattlesnakes generally aren’t aggressive and will likely retreat if given room and not provoked or threatened. “Most bites occur when a rattlesnake is handled or accidentally brushed against by someone walking or climbing,” the department says on their website. SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) - As re-closures loom in San Diego County, anxiety is building.Licensed Psychologist Dr. Michelle Carcel said she and other colleagues noticed higher anxiety and depression among those who are isolating."Then there's the reality of, 'okay the cases are surging and things are starting to shut down again,' so there is that isolation anxiety," Dr. Carcel said, explaining we are pack animals and can feel in danger if alone for extended periods of time.She said on the flip side, some are feeling a sense of comfort in a new routine that's taking root, as we enter the fourth month of the pandemic.The possibility of all indoor activities getting shut down Monday threatens that new normal many have created.Dr. Carcel said there are still options to get together, "we can get creative with this. There's hiking outdoors, there's biking we can do. All of that within the context of social distancing." Another anxiety is the job market. While unemployment is down for the sixth straight week, SANDAG said 200,000 San Diegans are still out of work.Dr. Carcel acknowledges these times are hard but it is important to have hope. "We're just constantly thinking in absolutes, 'Oh it will never reopen. It will never get better,' that is a very bad way to think, we actually want to think about this being temporary because it will be."She impressed the importance of vaccines being developed at light speed and suggested those who are anxious about the re-closures should create a game plan."We talk about a cope ahead plan on specific things we can do in lieu of things we are currently enjoying if things shut down again so that we're not disappointed," Dr. Carcel said.She reminded us this is temporary, and we will make it through. 1755
