SAN DIEGO (KGTV) - Neglecting dental hygiene can not only impact a person's overall health but also their self-esteem. For many San Diegans, a lack of insurance means they don't see a dentist for years or even decades. “I’ve seen people in my practice in the private area that haven’t been to the dentist in 20 to 40 years," said Dr. Irvin Silverstein, director of the UCSD Student-Run Free Clinic Project.The student-run clinic has been working to fill the gap for low-income patients in San Diego for 20 years. “The biggest thing it has done is help meet the need in San Diego for a lot of underserved people. People think that underserved means homelessness or out on the streets, no. We see a lot of working poor," said Silverstein. He says the American Dental Association (ADA) is acknowledging dentistry should be a benefit in Medicare; to at least get teeth cleaned twice a year and examined.Medicaid does provide some dental coverage, but there are limitations, and only 20 percent of dentists nationwide accept it, according to the Center for Healthcare Strategies, Inc. Dr. Silverstein says he often sees parents getting care for their children while neglecting their own. “They’ll put off going to the dentist, and by the time they realize they have a problem, it’s so expensive they don’t know what to do. SAN DIEGO (KGTV) — Police have identified the woman shot and killed, allegedly by her boyfriend, at a Point Loma strip mall earlier this month.San Diego Police said 20-year-old Octavia Williams of Phoenix, Ariz., was fatally shot in the parking lot at 4013 W. SAN DIEGO (KGTV) — Neighbors point to a devastating Northern California fire as their strongest case towards getting the latest housing development denied in East County.Dozens killed and home after home devastated by the Camp Fire in Paradise, Calif., last year."A fire here would cause massive casualties and probably burn into Chula Vista or San Diego," Peter Anderson, of the Sierra Club, said in front of the County Administration Building Wednesday.Neighbors and environmental advocates opposed to Otay Ranch Village 14 say the county needs to stop piling up hazards. Despite the protest, the county moved Wednesday to move forward with the project."This is a catastrophe in the making," Dan Silver, of the Endangered Habitats League, said. "There are tens of thousands of unbuilt units in good village locations, there is no need to put a project in such a dangerous location."Those opposed also believe evacuations would be an issue adding the infrastructure should go elsewhere.The locations for many of the new housing developments in San Diego have been called dangerous. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) - Raids are expected to begin across the country this weekend targeting undocumented immigrants with deportation orders.According to the New York Times, ICE agents will target some 2,000 who have deportation orders in at least ten cities. The raids will include "collateral" deportations, meaning undocumented immigrants at the scene may also be detained."There is definitely fear," said Benjamin Prado, a member of the 38-year-old group Union Del Barrio. This weekend, the group will be sending out an unspecified number of patrols in various communities. Prado showed 10News a video recorded by the group on Thursday morning. In it, a tip from neighbors in City Heights led them to two vehicles believed to being driven by ICE agents. The group in turn informed people through different means, including social media posts about the presence of the agents.Another group taking action is the Council on American-Islamic Relations. On Thursday morning, national CAIR reissued a community advisory ahead of the impending raids."When you're stressed the first thing you forget is your rights," said Aleena Jun Nawabi, who heads outreach for CAIR San Diego.In the advisory, CAIR officials emphasize rights, including not having to open the front door unless there's a warrant.Those rights are also highlighted in cards and handouts that will be given out by Union Del Barrio.
