SAN DIEGO (KGTV) - Near Crystal Pier, an unusual sight greeted residents and beach visitors in North Pacific Beach: a multi-million dollar home spray-painted with graffiti. Feet from Palisades Park is an impressive home, perched on a bluff and boasting a pristine view. That home is now adorned with something not so pristine."Not good. It's an eyesore for the area. Spoils the whole look for the area," said Nick Tulip, a tourist from England.Neighbors say the large tagging appeared on the home over the weekend. "This kind of stuff I've never seen before, so I hope it won't be trending," said Elise Bernier, who lives in the area.Just to the south, along other parts of the shore, the sight of graffiti is more common, especially as school lets out for the summer. Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins.The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365

SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. Any witnesses or any additional victims are asked to call San Diego Police at 619-531-2000. 1513

SAN DIEGO (KGTV) - Mostra Coffee, the San Diego-based coffee company that recently won the award for Best Roaster in the U.S., has opened its second brick-and-mortar store.The move is a risk, as many small businesses had to close or scale back during the coronavirus pandemic."Being an entrepreneur, it's just something that you pretty much fight for, and you are you're kind of programmed to just take a leap off the cliff even though you don't know what's happening," said Jelynn Malone, one of Mostra's co-owners.The new location is in 4S Ranch, an area of town that asked Mostra to move in. A petition in 2019 calling for the new location got more than 1,500 signatures."It was something that the community rallied for, and we felt that the community deserved it," said Malone. "So we just piecemeal this thing and slowly worked our way through to the point where we can actually open."But Malone admits it was scary taking that kind of risk during the Pandemic."Being a small business with over 20 employees, including my own family, it was very troubling and scary," she said.The company went through layoffs in the spring, and work on the new location slowed to a crawl. To keep the business going, Mostra built a website and app to allow for curbside pick-up and online ordering.Now that the new 4S Ranch location is open, Malone and her co-owners say the struggle has made their success more enjoyable."I'm so happy we made this decision, and I'm so happy with how the shop turned out. SAN DIEGO (KGTV) — More than 200 people in San Diego County are currently being monitored over novel coronavirus concerns, county health officials said Friday.The 204 people under county supervision include those deemed at risk of having been exposed to the virus due to close contact with confirmed cases or because of travel to China in the past 14 days, the county said.Those individuals are monitoring their health under the supervision of county health officials.RELATED: San Diego Board of Supervisors extends coronavirus emergenciesSo far, 338 people in all have been monitored by the county, with 134 people completing their time under supervision.Health officials say the CDC is conducting screening for those landing at one of 11 U.S. airports from China. From there, if a patient shows no symptoms they are self-quarantined at home for self-monitoring with public health supervision. San Diego has had two confirmed cases of coronavirus, or COVID-19. One patient has since recovered from the virus and been released. The second patient was still receiving care. The emergency declarations allow county leaders to seek mutual aid, potential reimbursement for their response, ensure resources to first responders and hospitals, stock pile medical supplies and hospital beds, and access to state and federal emergency funds if necessary.Health officials advise anyone who believes they have coronavirus to contact their health provider immediately. SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. Together, we will remain focused on student success, our response to the FCMAT report and building toward a successful spring semester," Kahn wrote in a release.RELATED:San Marcos parents sound off against superintendent's hiresSan Diego State's stadium effort gets -million donationThat Nov. 8 Fiscal Crisis Management Assistance Team (FCMAT) report identified several serious concerns regarding the district's fiscal health. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district.
