SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped to 3.5 percent in February, with both farm and nonfarm employment showing gains, the California Employment Development Department announced Friday.The county's adjusted unemployment rate sat at 3.8 percent in January, its highest point since the third quarter of 2017. February's unadjusted rate is the same as its revised 2018 unemployment rate, according to the EDD.Nonfarm industries added 9,700 jobs between January and February, with total nonfarm employment increasing from 1,480,100 to 1,489,800. Total farm jobs increased by 400 from 8,100 in January to 8,500 last month.Multiple nonfarm industries showed job gains in the thousands. The professional and business services industry increased by 4,100 jobs, the most of any industry in the county. The trade, transportation and utilities industry decreased the most of any in the county, falling by 2,600 jobs.Year-over-year nonfarm employment increased by 19,900 jobs, from 1,469,900 in February 2018 to 1,489,800 last month. The educational and health services industry showed the largest year-over-year employment gains at 6,900, pacing multiple industries that showed yearly job gains of more than 3,000.Like the county's month-over-month job market, the trade, transportation and utilities industry had the largest year-over-year decrease in job numbers, falling by the same number of jobs from 223,600 in February 2018 to 221,000 last month. SAN DIEGO (CNS) - San Diego County schools are allowed to reopen for in-person teaching starting Tuesday, a day after a flurry of businesses throughout the county resumed indoor operations.Tuesday marks two weeks since San Diego County was removed from the state's COVID-19 watch list and nearly three weeks that the county's case rate has remained under 100 cases per 100,000 people.Remaining below that metric has paved the way for K-12 schools to reopen for in-person teaching, but many districts are expected to take a cautious approach to reopening.Schools that choose to reopen must follow state guidance, including mandatory face covering usage for students in third grade through high school, increased cleaning and disinfecting practices and implementing a six-foot distance requirement, where possible, in classrooms and non-classroom spaces.On Monday, San Diego County businesses including movie theaters, gyms, museums and hair and nail salons resumed indoor operations, with modifications, under newly issued state guidance. Restaurants, places of worship and movie theaters are only allowed up to 25% occupancy or 100 people -- whichever is less. Museums, zoos and aquariums are also required not to exceed 25% occupancy.Monday night, the county implemented a new policy that restaurant patrons sitting indoors must wear masks at all times, except when eating or drinking. Outdoor patrons may still remove masks while not consuming food or beverages.Gyms, dance studios, yoga studios and fitness centers may operate with 10% occupancy. SAN DIEGO (CNS) - The historic Hotel del Coronado is reopening Friday, ending the first closure in the hotel's 132-year history.The famous red-roofed hotel on Coronado Island's Orange Avenue closed with other hotels in late March as the COVID-19 pandemic reached San Diego.Hotels have started to reopen in June, following state and county public health guidelines. The Hotel del Coronado, a major tourist attraction, will reopen with limited amenities and reduced occupancy.Hotel del Coronado General Manager Harold Rapoza told 10News guests and hotel staff can expect to feel safe and comfortable after numerous modifications."We disinfect all the high-touch areas, including the light switches, remote control, door handles. We sanitize the entire room, and then we put a seal on the outside of the door so when guests do check in, they know that no one has accessed the room. They are the first person to access the room since it was cleaned and disinfected," Rapoza said.Rapoza added face coverings/masks will be required for all hotel staff and guests while in public areas. He also said there will be sanitation stands and cleaning wipes around the resort.Rapoza said as soon as they learned the hotel would be allowed to reopen, staff worked "fast and furious" to meet new health and safety guidelines."This is a very busy resort in the summer. There's a lot of foot traffic and we wanted to make sure we could manage through the guidelines. We want everyone to come and enjoy the Del and see the Del this summer. We're excited to show them our new amenities and our new protocols," he told 10News.The luxury villas the Beach Village at The Del will also open Friday.
